Cet opuscule ne cherche pas à raconter la crise. Il cherche à la comprendre. Trois questions sont abordées : pourquoi des crises financières ? pourquoi celle-ci ? pourquoi une telle ampleur ? Pour y répondre, une seule et même hypothèse : les marchés financiers sont, par nature, instables. Ils ne savent pas s'autocorriger comme le font les marchés de biens ordinaires. Lorsque les prix d'actifs s'écartent de l'équilibre, aucune force de rappel ne vient faire obstacle à leur dérive. Tout au contraire, la concurrence financière pousse au mimétisme, à la hausse comme à la baisse. Ainsi, il devient possible de comprendre la mécanique de l'emballement euphorique comme celle de la panique et du krach. Cette réflexion a pour originalité de placer au coeur de l'analyse la logique des prix elle-même et non pas, comme il est fait le plus souvent, la titrisation et son opacité. Le débat n'est pas seulement académique. Dans un cas, ta régulation souhaitée maintient les marchés financiers au centre de son dispositif puisqu'elle considère que ce ne sont pas eux qui sont à l'origine des défaillances mais leur environnement institutionnel. En conséquence, c'est celui-ci qu'il faut réguler. Dans l'autre cas, la régulation vise à revenir sur la primauté accordée à la finance de marché. Il s'ensuit deux conceptions tout à fait distinctes de l'architecture financière à construire.

Or il n'existe pas de " vraies valeurs ". Dans un monde incertain comme le nôtre, plusieurs prix sont possibles car plusieurs avenirs sont possibles. Pour cette raison, l'évaluation n'a rien de neutre. Elle n'est jamais la mesure de ce qui est mais toujours l'expression d'un point de vue au service d'intérêts. Elle est l'acte par lequel la société s'engage en décidant quelles voies seront explorées et quelles autres rejetées. C'est cette vision nouvelle de l'économie que ce livre propose à la réflexion. André Orléan est directeur de recherche au CNRS et directeur d'études à l'EHESS. An argument that conceiving of economic value as a social force makes it possible to develop a new and more powerful theory of market behavior. With the advent of the 2007–2008 financial crisis, the economics profession itself entered into a crisis of legitimacy from which it has yet to emerge. Despite the obviousness of their failures, however, economists continue to rely on the same methods and to proceed from the same underlying assumptions. André Orléan challenges the neoclassical paradigm in this book, with a new way of thinking about perhaps its most fundamental concept, economic value. Orléan argues that value is not bound up with labor, or utility, or any other property that preexists market exchange. Economic value, he contends, is a social force whose vast sphere of influence, amounting to a kind of empire, extends to every aspect of economic life. Markets are based on the identification of value with money, and exchange value can only be regarded as a social institution. Financial markets, for example, instead of defining an extrinsic, objective value for securities, act as a mechanism for arriving at a reference price that will be accepted by all investors. What economists must therefore study, Orléan urges, is the hold that value has over individuals and how it shapes their perceptions and behavior. Awarded the prestigious Prix Paul Ricoeur on its original publication in France in 2011, The Empire of Value has been substantially revised and enlarged for this edition, with an entirely new section discussing the financial crisis of 2007–2008.
