This book investigates how liberal parties have evolved over time as a party family, in a comparative perspective. Through a discussion of the applicability of the concept of party family to liberal parties, it gives a better picture of the development, challenges, and opportunities for liberal parties in Europe. The history of liberal parties in Europe is peculiar and the origins of the liberal family are not clearly defined. Liberal parties are still quite heterogeneous given the various meanings embraced in the idea of liberalism, including economic liberalism, cultural liberalism, progressivism, social-liberalism. Bringing together the best specialists engaged in the study of liberal parties, and with a two-levels perspective (comparative and case study), this book renews and expands our knowledge on the liberal party family in Europe. Four major themes are developed, linked to the four approaches of the concept of party family: electoral performances, participation to power, ideology and political program, and party organization. These themes are systematically developed in case studies, and in comparative chapters. The study of the informal dimension of EU politics is more important than ever in order to understand how the EU system works. This book presents an innovative and original study on informal cross-party, cross-committee groupings in the European Parliament, so-called Intergroups. Building on extensive fieldwork, including semi-structured interviews and observations, this study shows how parliamentarians of the seventh European Parliament (2009-2014) gain a variety of social resources, such as social, informational and political capital, in Intergroups, which they subsequently mobilise to foster opinion-formation across political groups and parliamentary committees, and to shape the EP’s agenda and policy outcomes. Drawing on an interdisciplinary, Bourdieusian-inspired framework, this book makes a valuable contribution to sociological approaches in European integration studies. Reformulating a problem of both constitutionalism and liberalism discussed in the works of Ernst-Wolfgang Böckenförde, Hannah Arendt, and Alexis de Tocqueville, the book examines one generally overlooked manifestation of constitutionalism: the role of the courts in shaping democratic politics and the inter-relationship between citizens and state. Drawing on constitutional history, law, and political theory, David Miles argues that constitutionalism cannot be seen merely as an institutional mechanism to limit government, as it also has a crucial civic dimension upon which the liberal state depends. Utilising the works of Böckenförde, Arendt, and Tocqueville, constitutionalism is conceived in the book as part of a broader system of communal norms which sustains representative democracy and liberalism. Through an analysis of judicial interventions in the electoral processes of the United States and Germany, Miles explores the role of civil society actors in transforming constitutionalism through legal challenges to oligarchical or exclusionary practices. The history of modern Europe is often presented with the hindsight of present-day European integration, which was a genuinely liberal project based on political and economic freedom. Many other visions for Europe developed in the 20th century, however, were based on an idea of community rooted in pre-modern religious ideas, cultural or ethnic homogeneity, or even in coercion and violence. They frequently rejected the idea of modernity or reinterpreted it in an antiliberal manner.
