The plethora of literature produced over the past decade in response to the perceived failure of the human rights project to deliver results for billions of people living in ‘adverse’ environments has usually focused on international legal standards and mechanisms, with little regard for the root structural realities that constrain their implementation. Hence, a text that primarily focuses on the major challenge of realisation of human rights in the context of diverse realities is urgently needed. This book, then, provides an analytical as well as inspirational text on human rights from a contextual perspective; it offers a reconceptualisation of human rights as not merely legal resources, but political tools as well. After an introduction that familiarizes the reader with some of the key concepts used throughout, the book is divided into six chapters. The first two combine a critique of the overly legal use of human rights with a reconceptualisation of their potential as powerful tools outside of the legal context. The next two chapters examine the nature of the structural challenges that face realisation, both on the global and on the local level. The last two chapters analyse two major areas of the human rights deficit: the structural non-implementation of the rights of the poor and the failing protection of non-dominant collectivities. Finally, a concluding chapter elaborates on the main findings and insights gained. The book combines rigorous juridical study with a focus on political-economic analysis of rights in context. Hence, it aims at an interdisciplinary treatment of human rights as opposed to current texts that have a tendency to be monodisciplinary. The book should be of interest to students of human rights, political economy, law and conflict studies, as well as those who work or research in these areas.

Lay politics lies at the heart of democracy. Political offices are the only offices for which no formal qualifications are required. Contemporary political practices are diametrically opposed to this constitutional ideal. Most democracies in Western Europe are diploma democracies - ruled by those with the highest formal qualifications. Citizens with low or medium educational qualifications currently make up about 70 percent of the electorates, yet they have become virtually absent from almost all political arenas. University graduates have come to dominate all political institutions and venues, from political parties, parliaments and cabinets, to organised interests, deliberative settings, and Internet consultations. This rise of a political meritocracy is part of larger trend. In the information society, educational background, like class or religion, is an important source of social and political divides. Those who are well educated tend to be cosmopolitans, whereas the lesser educated citizens are more likely to be nationalists. This book documents the context, contours, and consequences of this rise of a political meritocracy. It explores the domination of higher educated citizens in political participation, civil society, and political office in Western Europe. It discusses the consequences of this rise of a political meritocracy, such as descriptive deficits, policy incongruences, biased standards, and cynicism and distrust. Also, it looks at ways to remedy, or at least mitigate, some of the negative effects of diploma democracy.

Professionals working in addiction care in both Belgium and other European countries have identied a discrepancy between the prevalence of problem substance use among people with a migration background, and the presence of people with a migration background in treatment facilities. However, little research is currently available on this topic. This study attempts to ll the knowledge gap in existing research by exploring the patterns of substance use, expectations and treatment needs of people with a migration background in four Belgian target groups (the Turkish community in Ghent; the Eastern European communities in Ghent; the Congolese community in Brussels; and asylum applicants, refugees and undocumented migrants). Substance users with a migration background can be particularly dicult for researchers to reach, so community researchers were recruited to interview substance users from within their own network. Over 200 people were interviewed. The project was carried out in close collaboration with the respective communities and with stakeholders in addiction care. This book presents the ndings of the study, together with recommendations for health care policy and the practice of addiction care. It also details the explorative and qualitative community-based participatory research design (CBPR) that was used to facilitate the study.
