"For the past thirty years, I have been teaching, studying, and researching social problems in the US. The topics have always been challenging and fascinating, while at the same time they have been frustrating and often disappointing. I always found examples of social programs that were effective at targeting a specific aspect of a complex problem, but too often these extraordinary ideas were applied beyond their capacity. Then, once the program failed to be a panacea, policymakers discounted the actual value of the program in its original design. I felt a similar frustration when enormous resources were dedicated to programs that, while politically popular, had little chance at succeeding because they were based on inaccurate assessments of the problem. It is easy to see why students might feel that a social problems course offers little encouragement to find solutions. When I had the opportunity to write a comprehensive social problems textbook for Oxford University Press, I was presented with a moment to frame the issues in an objective way: to explain clearly and effectively not only the nature and complexity of specific social problems, but how sociological theory is a useful lens through which these problems can be understood. I also had the chance to point out that there are, in fact, solutions that work. As I tell my students, the question is not really what caused the problem -- we know these are social problems and that means they have social causes. The interesting question is: what we are willing as a society to do about them?"--

The worldwide increase in societal challenges, such as climate change, political instability, and economic volatility, puts pressure on institutions, organisations, and individuals to develop means to address social problems. Unfortunately, many organisations fail to adequately formulate social problems and even solve the wrong ones, which is due to their inherent complexity. Consequently, this dissertation adopts a ‘complexity lens’ to interpret the intertwined forces driving social problems within organisational and environmental contexts. Problem complexity requires different governance modes, as solutions cannot be developed in the typical linear and hierarchical process that commercial products follow. To this end, this dissertation entails two studies that explore how the complexity of social problems can be managed at the organisational and individual level. In particular, study 1 employs Procedural Action Research and mixed methods together with a humanitarian organisation to qualitatively develop and quantitatively validate a theory-guided bottom-up search process for surfacing solutions to reoccurring floods in Indonesia. In a similar vein, study 2 investigates and compares the individual innovation processes of 20 social entrepreneurs from Ethiopia and Germany.

This textbook is an introductory guide to applying behavioral sciences and systemic thinking into public policy design and implementation. It presents an innovative public management toolkit to handle ‘wicked’ social problems – those not very responsive to traditional public policy instruments – by incorporating insights from the behavioral sciences and systemic design in the diagnostics of public problems, based on the motivations and constraints of the ‘real citizen’ – beyond the ideal citizen’s perfectly rational intentions and plans devoid of social context or self-control problems. This volume aims to motivate the inclusion of broader and deeper insights from the behavioral sciences – especially behavioral economics, cognitive psychology, and social psychology – to the repertoire of public managers by introducing new methodologies for diagnosing the root causes behind public problems and for designing effective policies to address them.
