Este número especial da Revista Debater a Europa é dedicado às relações externas da União Europeia (UE) com destaque para as relações da UE com a Rússia e com os estados da Parceria Oriental. O desafio de organizar este número especial surge no contexto dos trabalhos que estou a desenvolver no âmbito da Cátedra Jean Monnet1, e constitui um momento de reflexão importante sobre as relações externas da UE num momento particularmente desafiador do processo de construção europeia.
