Intelligent Transportation Systems applications require a thorough understanding of drivers' route choice behaviour in a complex network under real-time information. This research attempts to describe and model route choice behaviour at the disaggregate individual level and from a psychological decision-making process perspective. We base our proposed behavioural route choice theory and model of the drivers' mental deliberation process on the scientifically-sound Decision Field Theory (DFT). DFT is a process-oriented modelling ground of individuals' decision making that simulates the evolution of preferences during deliberation. Laboratory experiments are conducted that expose human subjects to realistic network and traffic conditions while monitoring and recording their route choices under varying experimental conditions. Recorded data are used for analyzing drivers' route choices and for the development and calibration of a DFT-based route choice theory and framework. A simple "mixed reality" simulator is developed to serve as an experimentation platform. The mixed reality platform enables a driver to use a Backpedal steering device to navigate through a microscopic simulation model of the waterfront portion of downtown Toronto. Analysis results reveal the significance of the impacts of some situational factors (e.g. information content, information reliability, and inertia effects), and some personal factors (e.g. gender differences), on drivers' route choice attitudes. Estimation of the DFT route choice model parameters is performed based on the experimental observations. Genetic algorithms are used as the optimization tool to calibrate model parameters and minimize the discrepancy between model output and observed behaviour. The developed DFT model is used to study the impact of time pressure constraints on drivers' compliance behaviour. Variations in impact trends are estimated with varying information characteristics (form and reliability). Finally, an alternative structural-oriented parameter estimation methodology is adopted for comparative purposes. In the structural-oriented methodology, the deliberation time dimension is completely ignored during the estimation of the model parameters. Analysis results reveal the superiority of the process-oriented DFT route choice model in improving the credibility of route choice predictions. Furthermore, the developed DFT model contributes to enhancing the understanding of the impact and the influence mechanisms of personal/situational factors on drivers' route choice attitudes.

Choice processes appear in all spheres of society. Hitherto ruling paradigms in the modelling of choice problems have presumed a competitive general equi librium which, however, proves insufficient for dynamic processes. This contribution aims at providing a general coherent and closed frame work for the dynamic modelling of decision processes. It was one of my main interests to build a bridge between the pure model building concepts and their practical applications. Therefore all given examples are related to empirical work. Solution algorithms for the estimation of trend parameters as well as the numerical simulation in concrete applications therefore playa central role in this contribution. Friendly relations with a number of colleagues from many universities in Europe, and the U.S. have emerged during the different applications. I wish to thank all of them. This volume applies a systems science perspective to complex policy making dynamics, using the case of Indonesia to illustrate the concepts. Indonesia is an archipelago with a high heterogeneity. Her people consist of 1,340 tribes who are scattered over 17,508 islands. Every region has different natural strengths and conditions. In the national development process all regions depend on one another other while optimizing their own conditions. In addition to this diversity, Indonesia also employs a democratic system of government with high regional autonomy. A democratic government puts a high value on individual freedom, but on the other hand, conflicts of interest also occur frequently. High regional autonomy also often causes problems in coordination among agencies and regional governments. This uniqueness creates a kind of complexity that is rarely found in other countries.These daily complexities requires intensive interaction, negotiation processes, and coordination. Such necessities should be considered in public policy making and in managing the implementation of national development programs. In this context, common theories and best practices generated on the basis of more simplified assumptions often fail. Systems science offer a way of thinking that can take into account and potentially overcome these complexities. However, efforts to apply systems science massively and continuously in real policy making by involving many stakeholders are still rarely carried out. The first part of the book discusses the gap between the existing public policy-making approach and needs in the real world. After that, the characteristics of the appropriate policy-making process in a complex environment and how this process can be carried are described. In later sections, important systems science concepts that can be applied in managing these complexities are discussed. Finally, the efforts to apply these concepts in real cases in Indonesia are described.
