With information technologies increasingly shaping the environment in which U.S. military forces operate, Joint Vision 2020 and other recent DoD literature highlight the fundamental importance of achieving "decision superiority"--Essentially, "making better decisions faster" than any adversary. This monograph examines the feasibility and usefulness of the decision superiority concept at the operational and tactical levels of war, using John F. Schmitt's "A Practical Guide for Developing and Writing Military Concepts" as a source for evaluation criteria. Specifically, the monograph assesses the degree to which the decision superiority concept is consistent with the nature and theory of war, reflects a historical understanding of war, balances military art and science, and fits within the proper military-technological context. The monograph concludes that despite JV 2020's initial discussion of human factors and their crucial importance in achieving decision superiority, other DoD concept papers published since June 2000 have presented a largely one-sided view of the subject, essentially that current and promised future technology alone will enable decision superiority. As a result, the decision superiority concept in its current state is neither feasible nor particularly useful for the U.S. military. A more balanced approach to the problem of uncertainty, one that emphasizes human factors as strongly as technological enablers, accurately accounts for and accepts both the nature of war and historical lessons, and provides a proper mix of military art and science would result in a more realistic and beneficial concept for further development within the ongoing DoD Transformation. A 50-item bibliography of books, journal articles, government documents, theses, and interviews is included.

The Department of Defense, combatant commanders, and military services must anticipate how expanding technologies and the resultant increase in information will affect the warfighter and design a holistic approach for how the information is managed, and more effectively prepare those who must manage it. In researching this subject, the author drew primarily from three sources: writings on information and information hierarchy by authors such as Russell Ackoff; the ideas of senior military officers -- Lieutenant General Van Riper, for one -- on the role and potential of information and technology in military command and control; and Marine Corps command and control doctrine. Additionally, he interviewed several Marine Corps officers who are, or were formerly, action officers at the Marine Corps Warfighting Lab or similar organizations. The latter were instrumental in his understanding of current Marine Corps programs in the field of information technologies and their impact on decision making on the battlefield. His intent in writing this paper is to discuss effective integration of information gathering technologies into the system of Marine Corps command and control. Training future leaders to process information is critical in attaining the decision superiority that will ensure the sustained success of Marines in future conflict. This training is of equal, if not greater, importance as the technologies and doctrine that guide their integration. One might dedicate a separate paper exclusively to a discussion of the training that allows leaders to take information and use it to make more effective decisions. Though he discusses the concepts that will help enable this, the length and scope of this paper permit him to only scratch the surface.

In January 2005, NATO conducted its Crisis Management Exercise (CMX) to practice both existing and evolving crisis management concepts, procedures and arrangements. The CMX Experiment (CMX05), which paralleled the exercise, focused on improving Alliance Decision Superiority at the Political/Military level. To achieve this goal, Allied Command Transformation (ACT) conducted three independent and distinct experiments: 1) Crisis Situational Awareness, 2) Effects Based Operations at the Political Strategic Level and 3) Cooperation with Non-NATO International Actors. While it was recognized that all three experiments were important for further developing Alliance Decision Superiority, the main level of effort for the Experimentation Team was focused on Crisis Situational Awareness. For that experiment, ACT created a conceptual Crisis Management Fusion Centre (CMFC) for NATO HQ that was designed to improve situational awareness through the use of collaborative tools to develop a common NATO Strategic Picture (NSP).
