A U.S. Navy submariner’s account of his adventurous life in service beneath the waves. Beginning on a cattle ranch in Colorado, this memoir follows a young sailor on his voyage around the world. After enlisting in the U.S. Navy in 1960 and completing the Nuclear Power School program, Gary Penley embarks on a series of adventures-often at risk of his life-while serving on a submarine as a power plant operator. During his seven years with the navy, Penley and his shipmates encounter several frightening situations. While on submerged patrol in the Mediterranean Sea, his submarine, the USS Hamilton, strikes a heavy object, which tears a large hole in the ballast tank and threatens to sink the submarine. Later, they ride out a ferocious storm in the Arctic Circle that nearly submerges the vessel. Another harrowing experience occurs when the sailors, while on a top-secret mission in the Mediterranean during the Six-Day War, are attacked by unknown enemy ships and barely escape unscathed. Throughout his expeditions, Penley stops in such countries as Spain, Scotland, Italy, and Japan. As a nation, New Zealand's relatively small domestic market and venture capital network is not self-sufficient to foster the optimal growth of nascent industries such as deep tech, where the pathway to commercialization is timely and costly. Increasing foreign direct investment may be a viable solution to foster New Zealand's deep tech industry. Currently, there are no studies to date which have investigated foreign angel investor and venture capitalist perceptions on New Zealand's deep tech investments. Therefore, the aim of this study is to gain an understanding of the perceived strengths and weaknesses specific to New Zealand, which impact the investment decision-making process of foreign investors. This knowledge can then be used by key stakeholders in New Zealand's deep tech scene, to strategize a way to increase foreign direct investment into New Zealand's deep tech ventures. Ideally, the study aims to answer the following: What attracts foreign angel investors and venture capitalists to invest in New Zealand's deep tech ventures in the first place? What is our natural area of competitive advantage that differentiates us from other global dominants? What are our weaknesses, and therefore what actions or strategies do we need to propose to improve the deep tech ecosystem? Who are the key stakeholders in power to implement these changes? These contextualized questions form the crux of this exploratory study. A qualitative approach was adopted, and data was collected through interviewing a total of 9 participants online via video-calling, in the form of semi-structured interviews. Findings demonstrate that proposed actions can be implemented through four key stakeholders: the investee firm itself, the investors, and supporting institutions such as universities and government bodies. Furthermore, two novel contributions were highlighted. Firstly, some aspects of the New Zealand culture were perceived negatively by foreign investors. Secondly, foreign investors themselves were shown to have areas of inadequacies which may alter their perception of promising deep tech investment opportunities. Government bodies in New Zealand can work towards promoting New Zealand's culture to boost the country's reputation, whereas angel investors and venture capitalists themselves need to be better educated to order to foster the optimal growth of young deep tech ventures.

Fundraising for venture capital investments have continued to increase in recent years. One crucial step in the investment process is the valuation of the target company. Silicon Valley has become shorthand for a globally acclaimed way to unleash the creative potential of venture capital, supporting innovation and creating jobs. In The Venture Capital State Robyn Klingler-Vidra traces how and why different states have adopted distinct versions of the Silicon Valley model. Venture capital seeks high rewards but is enveloped in high risk. The author’s deep investigations of venture capital policymaking in East Asian states (Hong Kong, Taiwan, Singapore) show that success does not reflect policymakers’ ability to replicate the Silicon Valley model. Instead, she argues, performance reflects their skill in adapting a highly lauded model to their local context. Policymakers are "contextually rational" in their learning; their context-rooted norms shape their preferences. The normative context for learning about policy—how elites see themselves and what they deem as locally appropriate—informs how they design their efforts. The Venture Capital State offers a novel conceptualization of rationality, bridging diametrically opposed versions of bounded and conventional rationality. This new understanding of rationality is simultaneously fully informed and context based, and it provides a framework by which analysts can bring domestic factors to the very heart of international diffusion of policy. Klingler-Vidra concludes that states have a visible hand in constituting even quintessentially neoliberal markets.
