The Government's Defence Industrial Strategy (DIS) was published in December 2005 (Cm. 6697, ISBN 9780101669726) with the aim of providing greater transparency to the UK's future defence requirements and, for the first time, setting out those industrial capabilities the UK needs to maintain appropriate sovereignty and operate equipment independently. Following on from its previous report on the strategy (HCP 824, session 2005-06; ISBN 9780215028594), the Committee has examined the progress made in implementing the strategy during its first year and remaining challenges. Findings include: progress in restructuring the maritime sector, both surface ships and submarines, has been disappointing and it needs to be pushed forward to avoid delays to when the new carriers and associated aircraft come into operational service; there are some practical concerns over operation of the Joint Strike Fighter (JSF) programme; the Ministry of Defence needs to improve the arrangements for long-term partnering arrangements as an alternative to competitive procurement; and adequate funding needs to be provided in the Comprehensive Spending Review if the full benefits and improvements offered by the DIS are to be realised.

Its aim was to provide greater transparency on the UK's future defence requirements and to set out those industrial capabilities the UK needs to maintain appropriate sovereignty and operate equipment independently. The Committee praises the production of the strategy to a tight timetable and with wide consultation. The strategy has been well received by industry. In the future there will be more focus on upgrading and maintaining platforms rather than designing and building new equipment. The Committee wants the Ministry of Defence (MoD) to continue improvements in the procurement process, and to give more information about future requirements. Investment in research and technology needs to increase, or the result will be lower quality defence equipment. The MoD also needs to develop a greater understanding of the vital role of small and medium-sized enterprises in the supply chain. Competitive procurement will not always be possible in some areas, where there is only a single company with the capacity and capability to deliver the MoD's requirements. The Committee expresses concerns about the planned use of long-term partnering arrangements, seeing the risk of possible monopoly supply and lack of access of other companies to sub-contract work.

The UK's Defence and Security Industrial Strategy (DSIS) published in March 2021 marked a meaningful shift in the UK's defence industrial policy. The new strategy dispensed with several core principles for defence acquisition that had been the backbone of UK defence industrial policy over much of the last decade, principally the 'competition by default' from the 2010 Strategic Defence and Security Review and the 2012 National Security Through Technology White Paper. Instead, the DSIS represented a real effort to bring defence acquisition in line with wider UK defence policy by incorporating key concepts from the cross-government Integrated Review of Security, Defence, Development and Foreign Policy. Prominent examples include the language of achieving 'strategic advantage through science and technology' (S&T), as well as an emphasis on promoting prosperity and wider social value. Importantly, the DSIS also recognised the defence sector as a strategic capability in its own right. This Perspective provides a brief overview of the core principles of the Defence and Security Industrial Strategy (DSIS) published in March 2021, before reflecting in more detail on two aspects underpinning the Strategy's assumptions: research and development (R&D) and exports. This commentary draws on a body of RAND Europe research on the UK defence industrial base, R&D and technology and provides the authors' reflective perspective on areas of emerging challenges for DSIS implementation.

This paper seeks to build on the Ministry of Defence’s (MoD) ‘Refreshing Defence Industrial Policy’ of December 20171 by generating eight points that would be key elements of a strategy to implement its intent. With this as the policy imperative, the paper discusses the consequential need for the maintenance and development of a strong defence supply base within the UK. Recognising that no decision set is without risk, the paper highlights the risks associated with this policy stance, along with suggestions for their effective mitigation or management. This mitigation, the authors suggest, would augment current policy and practice. With this background, the paper suggests that the MoD needs to go beyond seeing itself as a simple ‘customer’ as, the authors suggest, it does now, and accept its responsibility as the prime contractor for the generation of UK defence capability. As such, it would recognise broader portfolio and programme management of the sector as one of its key responsibilities. From those core points, the paper offers eight specific recommendations for government policies, behaviours and practices.
