The UK continues to face challenging and uncertain threats to its security. Our Armed Forces must be prepared to conduct a wide range of operations from conflict prevention through counter-terrorist operations to high-intensity warfighting. To do this, it is critical that government and industrial Research and Development (R&D) investment in science and technology is properly targeted to ensure we provide effective and affordable military capability that can be maintained and developed throughout its life. This Defence Technology Strategy (DTS) provides the clarity and direction needed for success by describing the underpinning technologies that are important to Defence. For the first time we are publishing an unclassified, openly available document setting out the MOD's priorities for the science and research community. This DTS provides direction on where we should focus our research and how we must push promising research into a development pipeline and on to exploitation. It identifies those areas that are key to our national interests; where we could meet our defence needs through collaboration; and where we might rely on off-the-shelf purchase from the global supply base. It is a major step forward in the actions we must take to maintain R&D investment at an appropriate level in those areas that are key to defence capability and national competitiveness. We now need to work together to develop this template in collaboration with industry and the university sector to ensure the UK maintains a strong research base in these areas.

Collection and analysis of foreign intelligence is, and will continue to be, a vital component of U.S. national security strategy. However, there is significant debate regarding whether our existing intelligence apparatus can sufficiently transform itself to meet the demands of the 21st century. The Department of Defense (DoD) has a vested interest in this debate - both as a customer and as a major supplier - because the goals of the National Military Strategy cannot be achieved in the absence of a robust foreign intelligence apparatus. This task force first examined the anticipated 2lst century threat environment, focusing on how the threats and adversaries are changing in the post-Cold War era. We then worked to characterize future intelligence customers' needs, again emphasizing how the dynamic global security environment is altering both needs and expectations. Finally, we formulated a top-level opinion of the strategic posture of today's Intelligence Community (IC) and its ability to meet the needs of its primary DoD customers - with particular emphasis on the warfighter. Our recommendations are intended to better position the IC to meet the evolving demands of its diverse customer base.

The mission of the MoD's (Ministry of Defence's) Defence Equipment and Support (DE & S) organisation is to equip and support our Armed Forces for operations now and in the future. Support to current operations in Afghanistan and Iraq has taken priority and the organisation has performed well. The Urgent Operational Requirement (UOR) system remains highly effective in enabling vital equipment to be provided quickly to the two theatres to meet rapidly changing threats, but there are concerns that UORs represent a partial failure to equip our forces for predicted expeditionary operations, and on their effects on the core budget in future years. DE & S' performance in procuring longer-term equipment declined significantly in 2007-08. The forecast costs for the 20 largest defence projects increased by £205 million and the forecast delays increased by some 100 months in the year. The improvements promised by both the long-standing application of the principles of 'smart procurement' and the more recent formation of the DE & S organisation appear not to have materialised. The FRES (Future Rapid Effect System) programme has been a fiasco, being poorly conceived and managed from the outset. The Committee condemns the failure to date to publish an updated version of the Defence Industrial Strategy and considers that its continuing absence increases the risk that the UK Defence Industrial Base will not be able to meet the future requirements of our Armed Forces. Finally, the UK's future military capability depends on the investment made today in Research and Development. Sufficient funding for defence research needs to be ring-fenced and the MoD must recognise the very high priority of research and reverse the recent cut in research spending.
