The defence of the Gulf has been a vital strategic concern for close on 100 years. The British first became involved in the Gulf to protect the sea routes to India and with the development of international air routes the Gulf became a crucial staging post. This book, first published in 1986, surveys the strategic issues in the defence of the Gulf from the earliest British involvement up to the Iraq-Iran war. It examines the British retreat from the Gulf and the imperial vestiges that were left behind. It considers the way in which American interests in the Gulf came to replace British interests and it analyses how American foreign policy has responded to this additional responsibility. The book also investigates the regional concerns of Gulf security and the intra-regional conflicts that have erupted in the Iraq-Iran war.

Saudi Arabia and the United Arab Emirates (UAE) have been quietly but steadily developing their indigenous defense capabilities over the past decade. This report provides new analysis of and key policy insights on military industrialization in Saudi Arabia and the UAE and adds an important, though often overlooked, dimension to the US policy debate on the US-Gulf partnership. The report argues that self-sufficiency is not a realistic goal for Saudi Arabia and the UAE. But in some limited security and defense areas both countries have made steps forward. Furthermore, both countries' military personnel have drastically enhanced their military training and competency and can now operate some of the most sophisticated weapons systems. They have also steadily increased their defense spending as part of their gross domestic product (GDP) and successfully absorbed some technology transfers.

T. E. Lawrence (of Arabia) described his war-time chief as "the perfect leader", a man who "worked by influence rather than by loud direction. He was like water, or permeating oil, creeping silently and insistently through everything. It was not possible to say where Clayton was and was not, and how much really belonged to him". This is the first biography of General Sir Gilbert Clayton (1875-1929), Britain's pre-eminent "man-on-the-spot" during the formative years of the modern Middle East. Serving as a soldier, administrator and diplomat in ten different Middle Eastern countries during a 33-year Middle Eastern career, Clayton is best known as the Director of British Intelligence in Cairo during the Great War (1914-16), and as the instigator and sponsor of the Arab Revolt against the Turks. Dedicated to the preservation of Britain's Middle Eastern empire, Clayton came to realize that in the transformed post-war world Britain could ill afford to control all aspects of the emerging nation-states in the region. In his work as adviser to the Egyptian government (1919-22), he advocated internal autonomy for the Egyptians, while asserting Britain's vital imperial interests in the country. As chief administrator in Palestine (1923-5), he sought to reconcile the Arabs to Britain's national home policy for the Jews, and, at the same time, to solidify Britain's position as Mandatory power. In Arabia, Clayton negotiated the first post-war treaties with the emerging power of Ibn Saud, (1925, 1927), but curtailed his designs on the British Mandates in Iraq and Transjordan. And, in Iraq, where Clayton served as High Commissioner (1929), he backed Iraq's independence within the framework of the British Empire.

Saudi Arabia’s strategic relations with the West involve clear and direct common strategic interests in the Gulf and in the Near East. While they compete in terms of trade and oil prices, they share a common commitment to private enterprise and to maintaining a stable balance of world trade. Saudi Arabia often differs with given Western states in terms of specific strategic interests and tactics, but these differences are rarely significant enough to prevent close cooperation. Even the differences over the Arab-Israeli peace issue are largely ones of timing and tactics. Saudi Arabia must preserve friendly relations with Syria, and is vulnerable to attacks by Arab radicals and Iran. It has also differed with the US over the specific approach that should be taken to achieving an Arab-Israeli peace settlement, but it has consistently pushed for a peace settlement within the Arab world. This book, first published in 1987, analyses the interrelations between Western and Saudi strategic concerns and argues forcibly that pressure from the Israeli lobby within US domestic politics must not be allowed to interfere within the proper provisioning of the Saudi armed forces, especially the air force.
