There are two basic ways to control an Unmanned Combat Aerial Vehicle (UCAV) as it searches for targets: allow the UCAV to act autonomously or employ man-in-the-loop control. There are also two target sets of interest: fixed or mobile targets. This research focuses on UCAV-based targeting of mobile targets using man-in-the-loop control. In particular, the interest is in how levels of satellite signal latency or signal degradation affect the ability to accurately track, target, and attack mobile targets. This research establishes a weapon effectiveness model assessing targeting inaccuracies as a function of signal latency and/or signal degradation. The research involved three phases. The first phase in the research was to identify the levels of signal latency associated with satellite communications. A literature review, supplemented by interviews with UAV operators, provided insight into the expected range latency values. The second phase of the research identified those factors whose value, in the presence of satellite signal latency, could influence targeting errors during UCAV employment. The final phase involved developing and testing a weapon effectiveness model explicitly modeling satellite signal latency in UCAV targeting against mobile targets. This phase included an effectiveness analysis study.

This paper seeks to identify roles in which the nation can leverage these assets in the defense of the homeland. Drug interdiction, port security, disaster relief, search and rescue, and border patrol are just a few potential roles. Finally, this paper looks at potential obstacles, both legal and policy, to implementing a proposed way-ahead. How can the United States leverage DoD ISR assets to secure and defend the homeland? The U.S. border with Canada stretches over 5,400 miles. To the south, the border with Mexico is in excess of 1,950 miles. Additionally, the U.S. has over 12,380 miles of coastline to defend.(2) These expansive borders and vast amounts of coastline present a large challenge to those agencies responsible for U.S. security. The difficulty with securing our southern border, in particular, is well documented. The U.S.-Mexico border has 43 legitimate crossing points. However the rest of the border consists of open desert terrain, rugged mountains and other geographic obstacles making surveillance. Inability of U.S. security forces to monitor the whole border all of the time makes it easier to smuggle drugs and illegal aliens into the United States. (3) Not only are drugs a menace to the U.S., a larger concern would be if terrorist organizations such as Al Qaeda choose to smuggle in their operatives and/or weapons of mass destruction (WMD) via the same routes used for drug trafficking. Today, numerous federal and state organizations are charged with maintaining the security and defense of the homeland: Northern Command (NORTHCOM), Immigration and Customs Enforcement (ICE), Customs and Border Patrol (CBP), Drug Enforcement Agency (DEA), Federal Bureau of Investigations (FBI), Border Patrol, Coast Guard, state and local police departments. Many of these organizations operate under strained budgets and may lack sufficient funding and personnel to acquire and maintain all of the surveillance capabilities they seek. It is imperative to leverage existing capabilities and know-how in order to improve effectiveness and reduce redundant capabilities in an effort to save money. The Air Force has placed a high priority on developing new and innovative ways to use Unmanned Aerial Vehicles (UAVs). The Defense Advanced Research Projects Agency (DARPA) currently funds many projects that deal with the advancement of UAV research. The ultimate goal of the Air Force is to use UAVs in operations that are highly dangerous to pilots, mainly the suppression of enemy air defenses (SEAD). With this goal in mind, formation structuring of autonomous or semi-autonomous UAVs is of future importance. This particular research investigates the optimization of heterogeneous UAV multi-channel communications in formation. The problem maps to the multiobjective Quadratic Assignment Problem (mQAP). Optimization of this problem is done through the use of a Multiobjective Evolutionary Algorithm (MOEA) called the Multiobjective Messy Genetic Algorithm - II (MOMGA-II). Experimentation validates the attainment of an acceptable Pareto Front for a variety of mQAP benchmarks. It was observed that building block size can affect the location vectors along the current Pareto Front. The competitive templates used during testing perform best when they are randomized before each building block size evaluation. This tuning of the MOMGA-II parameters creates a more effective algorithm for the variety of mQAP benchmarks, when compared to the initial experiments. Thus this algorithmic approach would be useful for Air Force decision makers in determining the placement of UAVs in formations.

This thesis is part of an ongoing research conducted at the Naval Post-graduate School to achieve the autonomous shipboard landing of Unmanned Aerial Vehicles (UAV). Two main problems are addressed in this thesis. The first is to establish communication between the UAV's ground station and the Autonomous Landing Flight Control Computer effectively. The second addresses the design and implementation of an autonomous landing controller using classical control techniques. Device drivers for the sensors and the communications protocol were developed in ANSI C. The overall system was implemented in a PC1O4 computer running a real-time operating system developed by The Math- works, Inc. Computer and hardware in the loop (HIL) simulation, as well as ground test results show the feasibility of the algorithm proposed here. Flight tests are scheduled to be performed in the near future.

The purpose of this thesis is to incorporate the Global Positioning System (UPS) and Inertial Navigation System (INS), for the guidance of an unmanned aerial vehicle (UAV) seeking precise navigation in a Local Tangent Plane (LTP). By applying the Differential Positioning technique, UPS position data becomes more accurate. This position can then be referenced to a known location on the ground in order to give the aircraft's position in the Local Tangent Plane. The FOG-R UAV at the Naval Postgraduate School will be used for autonomous flight testing using a Texas Instruments TMS320C30 Digital Signal Processor (DSP). This DSP is hosted on an IBM compatible PC, and is controlled via Integrated System's AC100 control system design and implementation software package. The UPS receiver used throughout this thesis is a Motorola PVT-6 OEM. Another identical UPS receiver is used as a reference station, thus providing the Differential capability. The objectives of this thesis are: the system must be able to accept current location from the UPS and convert it to LTP, display the LTP coordinates, numerically and graphically, and be able to easily change the origin coordinates. Finally, the achieved accuracy of the differential setup is examined.

Part II describes the construction of the miniature aircraft computer, INS/GPS and air data sensor integration implementation as well as the rapid prototyping process. Part III covers the process to create a 6DOF model for the aircraft and the design of the aircraft autopilot, while Part IV presents a vision-based navigation algorithm that can be implemented on the UAV to give it some form of autonomous flight trajectory planning capability. Preliminary ground test results are presented in Part V to conclude this study.
