We live in a new reality of aid. Gone is the traditional bilateral relationship, the old-fashioned mode of delivering aid, and the perception of the third world as a homogenous block of poor countries in the south. Delivering Aid Differently describes the new realities of a $200 billion aid industry that has overtaken this traditional model of development assistance. As the title suggests, aid must now be delivered differently. Delivering aid differently was written at a time when the future of foreign aid is being fiercely debated. The book includes an overview; case studies of Aceh/Indonesia, Cambodia, Ethiopia, Kenya, Pakistan, and Tajikistan; and thematic chapters on joint assistance strategies, information systems, and humanitarian aid. This new aid environment is characterized by three important shifts that have emerged in the last decade: 1) strong growth in many developing countries has redefined the role of aid; 2) the donor landscape has changed fundamentally over the last decade, a trend that will likely accelerate in the coming years; and 3) innovation, especially in information technology, has started to reshape development aid. Knowledge transfer has become as important as financial aid, and combining the two can be remarkably transformative. The author advocates two institutional changes. First, authors encourage the development of one (or more) geographically based development authorities within poor countries, with a focus on providing the information that is needed to run an efficient aid program. Second, authors argue for an international body of national development aid agencies to deliberate, share best practices, and provide an informal mechanism for holding aid agencies accountable to their ultimate beneficiaries-the poor people of the world.

In a fragile and conflict-ridden context such as the Gaza Strip, where the de facto Hamas government faces isolation and lacks international recognition, the provision of aid and development schemes challenges donors and CSOs delivering services to Palestinians. This volume examines how international donors influenced the reconstruction and recovery policy agenda as well as its implementation. Moreover, as a result of the no-contact policy, recovery and reconstruction schemes were delivered with limited involvement from the de facto Hamas government, raising questions about the efficacy of the “governance without government” concept. This book examines the dynamics and the impact of international donors’ financing of Civil Society Organizations that were involved in the reconstruction of the Gaza Strip. It expands on the existing analysis of transnational aid actors’ influence found in the public policy literature while contributing to our understanding of the concrete, and more specific, impact of international donors’ financing on the livelihoods of the Palestinian people.

Foreign aid has no shortage of critics. Some argue that it undermines development and inherently does more harm than good; others insist that aid must be seriously reformed to work properly. Cash on Delivery (COD) Aid proposes serious reform to make aid work well by forcing accountability, aligning the objectives of funders and recipients, and sharing information about what works. Public and private aid can improve lives in poor countries, but the willingness of taxpayers and private funders to finance aid programs depends more than ever on showing results. COD Aid is a funding mechanism that hinges on results. At its core is a contract between funders and recipients that stipulates a fixed payment for each unit of confirmed progress toward an agreed-upon goal. Once the contract is struck, the funder takes a hands-off approach, allowing the recipient the freedom and responsibility to achieve the goal on its own. Payment is made only after progress toward the goal is independently verified by a third party. At all steps, a COD Aid program is remarkably transparent: the contract, the amount of progress made, and the payment are disseminated publicly to highlight the credibility of the arrangement and improve accountability to the public. COD Aid is a new approach to foreign aid, but one that complements other aid programs and would ultimately encourage funders and recipients to use existing resources more efficiently. Cash On Delivery Aid: A New Approach to Foreign Aid explains the approach in detail and investigates its application in one sector: education. More specifically, the authors show how foreign aid agencies could use COD Aid to help developing countries achieve universal primary school education. Swedlund explores why foreign aid is delivered in different ways at different times, and why various approaches prove to be politically unsustainable. She finds that no aid-delivery mechanism has yet resolved commitment problems in the donor-recipient relationship; bargaining compromises break down and have to be renegotiated; frustration grows; new ways of delivering aid gain traction over existing practices; and the dance resumes. Swedlund draws on hundreds of interviews with key decision makers representing both donor agencies and recipient governments, policy and archival documents in Ghana, Rwanda, Tanzania, and Uganda, and an original survey of top-level donor officials working across twenty countries in Sub-Saharan Africa. This wealth of data informs Swedlund’s analysis of fads and fashions in the delivery of foreign aid and the interaction between effectiveness and aid delivery.
