Le 27 avril 1848, alors que la France abolit l’esclavage pour la seconde fois, le gouvernement accorde dans le même temps une indemnité aux colons « dépossédés » de leurs esclaves. Ils reçoivent, par la loi du 30 avril 1849 et son décret d’application du 24 novembre 1849, 126 millions de francs, en versement direct et en rentes. La France traverse alors une crise économique et cette indemnité représente 7 % des dépenses publiques. Les législateurs prennent pourtant la décision de la verser : c’est la condition que les anciens propriétaires d’esclaves posent à l’Émancipation générale. Tout en abolissant l’esclavage, la France ne veut ni perdre ses possessions ni supprimer l’ordre colonial. Cet ouvrage reproduit les discussions qui ont conduit à l’élaboration de cette loi. S’y trouvent les plaidoyers des planteurs, les positions de personnalités telles que Cyrille Bissette ou Victor Schœlcher, les échanges au sein de la commission instituée pour en préparer le règlement et les délibérations parlementaires qui ont suivi. Des ecclésiastiques, des magistrats rompirent le silence par leurs témoignages sur le système esclavagiste dans les colonies françaises que l'un d'eux put qualifier de " terre classique du crime et de la souffrance ". L'ouvrage souligne l'engagement, dans les colonies, des libres et des esclaves affranchis en faveur de l'émancipation ainsi que l'influence prépondérante des courants antiesclavagistes anglo-saxons sur les initiatives françaises. L'auteur mesure le poids des contraintes locales et des paradoxes du système colonial auxquels les abolitionnistes, à l'œuvre en 1848-1851, eurent à faire face. L'étude historique réalisée ici est étayée de la reproduction de documents pour la plupart inédits, tels que les correspondances de Victor Schoelcher, de Cyrille Bissette ou de Guillaume de Felice, les témoignages des étroites relations qui se tissèrent alors entre les abolitionnistes français et leurs homologues britanniques ou le foisonnement des projets de réforme de l'économie et de la législation sociale des colonies.
