O neoliberalismo é um conceito que qualifica o atual estágio de desenvolvimento do capitalismo, marcado, dentre outras características, pela recorrência de crises financeiras e por novas formas da hierarquia internacional e das relações jurídicas. No contexto de desdobramentos da grave crise iniciada nos mercados financeiros dos EUA e da Europa, a partir de 2007, o cenário geopolítico foi impactado com o surgimento de uma inédita coalizão entre Brasil, Rússia, Índia, China e África do Sul (conhecida pelo acrônimo BRICS), demandando reformas na arquitetura institucional derivada dos acordos de Bretton Woods (tais como o Banco Mundial, o Fundo Monetário Internacional e o papel do dólar estadunidense como reserva monetária internacional) e criando mecanismos multilaterais próprios (como o Novo Banco de Desenvolvimento e o Arranjo Contingente de Reservas). A esse conjunto de iniciativas em torno do sistema monetário e financeiro internacional, chamamos de Agenda Regulatória dos BRICS, justamente o objeto desta pesquisa.
