La democracia constituye el eje central en torno al que se vertebra el mundo contemporáneo. A pesar de ello, el propio concepto de democracia no entró con muy bien pie en la Europa posterior a la revolución francesa de 1789. La experiencia revolucionaria dejó una fuerte impronta en la democracia, asociándose a la revolución, la violencia, el regicidio o la anarquía, que aparecían como parte indisoluble en una exitosa propagan-da contrarrevolucionaria que dominó los primeros decenios del siglo XIX. Los años 30 del siglo XIX conforman un período clave en los nuevos debates sobre la democracia, no sólo como forma de gobierno político, sino como un conjunto de principios sobre los que edificar la sociedad moderna. De ahí que parezca hoy relevante recuperar uno de los textos menos conocidos, y hasta ahora nunca traducido al español, de François Guizot; «De la democracia en las sociedades modernas», aparecido como artículo en la Revue François(1837), e inmediatamente difundido por Europa en inglés y alemán. El texto refleja uno de los debates centrales para conocer el origen y dificultades en la construcción histórica de la democracia. Como principal representante del liberalismo «doctrinario», Guizot pretendió hacer reposar todo el sistema de gobierno representativo, así como una sociedad estable post-revolucionaria en el concepto de capacidad. Su ciudadanía capacitaria remitía al papel director de la política y de la sociedad que atribuye a las clases medias y que deriva en el concepto clave de «soberanía de la razón». Esta idea implicaba el rechazo de otra concepción sociopolítica alternativa, la democracia fundamentada en la soberanía popular. Una democracia popular que, como proyecto social alternativo, comenzaba a tener un eco creciente y alimentaba los nacientes movimientos republicanos, democráticos y socialistas de Europa y América.

A veces esto es intencionado y lo practican charlatanes, sobre todo los que están vinculados a causas antiliberales. En un intento de preservar la integridad del lenguaje y los conceptos en lo que se refiere no sólo a la ciencia política, sino a la política en su conjunto, este libro pretende ofrecer claridad. Sin embargo, esta colección de ensayos y artículos sobre diversos temas políticos no es meramente descriptiva. Contiene, innegablemente, un sesgo que propugna sistemas políticos que sitúan la libertad como primacía y abrazan, como cuestión de práctica, nociones de gobierno consensuado. Por lo tanto, también es prescriptivo. Creyendo que una república autogobernada legitimada por la soberanía popular es el mejor arreglo social posible, se esbozan las variables que prestan apoyo al éxito de una república constitucional que ejerce la democracia. Un orden de creencias trascendentales es importante para formar una sociedad capaz de vivir libre y gobernarse a sí misma. Por lo tanto, se tocará el tema de la religión. Un sistema económico de libre empresa se entiende como el mejor complemento de la democracia. En consecuencia, se incluye el capitalismo competitivo apuntalado con un ethos democrático. Los trabajos sobre modelos liberticidas como el marxismo y el fascismo formarán forzosamente parte del libro. Estas variantes del socialismo presentan el peligro interno más grave para las sociedades libres y tratan de extender el dominio despótico en los lugares donde están en el poder. No es un diccionario. No pretende abarcarlo todo en su análisis, dado el limitado volumen del libro. Sí señala valiosos puntos neurálgicos que esperan servir para marcar el camino hacia una mayor formación cívica. Una sociedad libre y democrática requiere una ciudadanía vigilante. Ayudar a encender ese espíritu es el propósito de esta obra.
