This book is a thorough investigation into the requisites of democracy. Based on data from all 132 sovereign states of the Third World, it first establishes a scale to measure the level of democracy existing in these countries. The author discusses various interpretations of the meaning of political democracy, and emerges with a specification of its essential principles which includes such elements as the holding of elections to central decision-making organs, and the maintenance of certain fundamental political liberties. Theories concerning the requisites of democratic government are then examined in order to explain the manifest differences in the level of democracy among the states of the Third World. The author employs statistical techniques including regression analysis to test theories related to socio-economic conditions, demographic and cultural factors, and institutional arrangements. This book thus provides a uniquely wide-ranging examination both of the elements which constitute democracy, and of the factors which explain its varying prevalence.

Published in 1998. The question of whether democracy and development are allies or adversaries has long been debated and with the triumph of the democratic spirit worldwide the relationship between democracy and development has once again come to attract much attention globally. The collapse of the Soviet Union and the developments in Eastern Europe led to considerable rethinking in political circles on the efficacy of the economic policies pursued in those countries and the long-term viability of political systems prevalent there. Elsewhere, several newly industrialized countries are striving to consolidate their gains, though there are differing perceptions of whether their politics conform to the classical framework of democracy or not. In a remarkable turn-around, some other countries have initiated measures for economic reforms and structural adjustment, setting aside their earlier approaches towards economic management. In short, the last decades of this millennium have witnessed meaningful efforts worldwide on forging a new partnership between democracy and development. In February 1996, the Commonwealth Parliamentary Association jointly organized a conference entitled 'Parliamentary Democracy and Development': Allies or Adversaries?’ with the Wilton Park, an international agency of the British Commonwealth and Foreign Office in Wilton House, West Sussex, United Kingdom. The week-long conference brought together parliamentarians, diplomats, administrators, political scientists, economists and specialists from all over the world. The participants shared their views and experiences on diverse aspects of the main theme. This publication presents an essentially parliamentary perspective on the correlation between democracy and development based on the discussions at the Wilton Park conference and in the light of current thinking on the subject matter.

This book looks at the emergence of capitalism and democracy as systems of economic and political governance and considers how these two systems may be both mutually supportive and antagonistic. In mapping out the balance between capitalism and democracy, the book includes chapters on the theory and history of these systems that challenge the assumption that their spread will bring about a convergence of incomes either among countries or within them. Inequalities of income and power emerge as a major societal issue alongside poverty, and the book develops alternative societal models based upon the degree of inequality in wealth and power. Since 1980, Anglo-American style capitalism has been a cause of increased inequality in a number of rich countries and threatens to duplicate itself in many developing countries. The book argues that the increasing integration of markets (globalization) will not solve these problems of inequality, they require political solutions. The EU attempts one such solution, but it is not clear whether it will remain competitively viable. Meanwhile, increasing inequality is causing two serious problems for democratic societies: a move to the left and/or political instability in many developing countries and a rising tide of immigrants seeking to move from poor countries to rich.

Why some of Asia’s authoritarian regimes have democratized as they have grown richer—and why others haven’t Over the past century, Asia has been transformed by rapid economic growth, industrialization, and urbanization—a spectacular record of development that has turned one of the world’s poorest regions into one of its richest. Yet Asia’s record of democratization has been much more uneven, despite the global correlation between development and democracy. Why have some Asian countries become more democratic as they have grown richer, while others—most notably China—haven’t? In From Development to Democracy, Dan Slater and Joseph Wong offer a sweeping and original answer to this crucial question. Slater and Wong demonstrate that Asia defies the conventional expectation that authoritarian regimes concede democratization only as a last resort, during times of weakness. Instead, Asian dictators have pursued democratic reforms as a proactive strategy to revitalize their power from a position of strength. Of central importance is whether authoritarians are confident of victory and stability. In Japan, South Korea, and Taiwan these factors fostered democracy through strength, while democratic experiments in Indonesia, Thailand, and Myanmar were less successful and more reversible. At the same time, resistance to democratic reforms has proven intractable in Singapore, Malaysia, Hong Kong, China, Vietnam, and Cambodia. Reconsidering China’s 1989 crackdown, Slater and Wong argue that it was the action of a regime too weak to concede, not too strong to fail, and they explain why China can allow democracy without inviting instability. The result is a comprehensive regional history that offers important new insights about when and how democratic transitions happen—and what the future of Asia might be.
