In The Cultural Contradictions of Democracy, John Brenkman dissects the rhetoric that has corrupted today's political discourse and abused the idea of freedom and democracy in foreign affairs. Looking back to the original assumptions and contradictions that animate democratic thought, he attempts to resuscitate the language of liberty and give political debate a fresh basis amid the present global turmoil. The Cultural Contradictions of Democracy picks apart the intellectual design and messianic ambitions of the neoconservative American foreign policy articulated by figures such as Robert Kagan and Paul Berman; it casts the same critical eye on a wide range of liberal and leftist thinkers, including Noam Chomsky and Jürgen Habermas, and probes the severe crisis that afflicts progressive political thought. "How does democracy persist for long periods of time in countries that are poor, ethnically heterogenous, wracked by economic crisis, and plagued by state weakness? In this volume, leading scholars of comparative political regimes attempt to answer this question by examining cases of unlikely democratic survival in "hard places": countries that lack the structural factors and exist outside of the contexts that scholars have long associated with democracy's emergence and endurance. Democracies in hard places overcome underdevelopment, ethnolinguistic diversity, state weakness, and patriarchal cultural norms. The book offers rich, empirically ground theoretical debates about whether democracy survives only because a balance of power and formal institutions constrain actors from overthrowing it, or if it also survives in part because some critical actors are normatively committed to it. The book presents nine case studies-written by leading experts in the discipline-of episodes in which democracy emerged and survived against long odds. The cases are drawn from almost every region of the world that formed part of the "third wave" of democracy. In each case, many of the conditions conventionally associated with durable democracy were either attenuated or absent. Shiell utilizes an interdisciplinary approach to demonstrate that a strong commitment to civil liberty and to racial equality are mutually supportive, as they share an opposition to orthodoxy and a commitment to greater inclusion and participation. This crucial connection is evidenced throughout US history, from the days of colonial and antebellum slavery to Jim Crow: in the landmark US Supreme Court decision in 1937 freeing the black communist Angelo Herndon; in the struggles and victories of the civil rights movement, from the late 1930s to the late ’60s; and in the historical and modern debates over hate speech restrictions. Liberty and equality can conflict in individual cases, Shiell argues, but there is no fundamental conflict between them. Robust First Amendment values protect and encourage demands for racial equality while weak First Amendment values, in contrast, lead to censorship and a chilling of demands for racial equality.
