Most comparativists have assumed that democratization is best understood by looking at regimes in the transition and consolidation phases of democracy without really considering the essence of democracy - liberal rights and democratic virtues. Democracy is seen as a mechanistic process without considering the ideas that build democratic regimes. This book begins afresh by proposing that comparativists need to consider democracy to be a combination of rights and virtues, and that the difficulties of democratic transitions, consolidation, and maintenance are essentially problems relating to balancing rights and virtues in the regime. How do we reemphasize these aspects of democracy at a time when comparative literature focuses almost solely on democratic procedure? By combining the best elements of comparative theory and liberal democratic philosophy, Hood argues that comparativists can sharpen the scholarly tools we need to understand both the problems of democratization and maintaining democracy. He provides the reader with a valuable overview of comparative theory and how our abandonment of political philosophy has led to our acceptance of social science methods that can only lead to superficial analyses of democratizing regimes and established democracies.

"Uneven economic growth in the Global South, with mounting inequalities and the crisis of democratization, has generated new quests for social democracy - but are such efforts, these days, at all feasible? The point of departure in this book is that there are no easy solutions such as generalizing the Latin American Pink Tide or exporting the Nordic model. There are many unresolved problems with participatory approaches; and the current conditions in the Global South differ substantially from those that enabled social and political forces to fight for the combination of equity and growth during late industrialization in the North. Can social democratic development be reinvented? This is what we discuss in this book. There are numerous protests against the existing order and there are attempts at change. But history will not be repeated, and the effort must be made to move on by analyzing whether and how the troublesome new circumstances may not only block some of the old policies, but also pave the way for alternative dynamics that can foster a viable and democratic counter movement. A group of prominent and committed scholars on social democracy in the South, most of them from Scandinavia and from India, decided four years ago to discuss these issues in several joint workshops. In this book, the outcome of their deliberations, they focus on the core dimensions of social democratic development and then read the two most critical cases in the South and North against each other in historical perspective, those of India and Scandinavia In order not to take ready-made Scandinavian solutions as points of departure, they start off from the challenges in India, only thereafter looking for useful Scandinavian and other experiences. The 1990s have witnessed the ascendance of a new orthodoxy which asserts that democracy and development are mutually reinforcing. This is in marked contrast to the dominant consensus that held sway for the previous two decades, which stated that developmental progress in poor societies was best assured by strong states, ruled by authoritarian regimes. Today, however, many new democracies are illiberal, non-participatory, and characterized by enormous inequalities. Developmental democracy cannot therefore be regarded as an assured outcome of a simultaneous process of economic and political liberalization. The central inquiry of this important new study concerns the extent to which it is possible to strive towards a new form of developmental state that can promote broad-based and equitable development in the context of legitimized, inclusive democracy. The argument running through this book is that there is scope for continuous political intervention in the design of democratic institutions that shape the context of state-led development initiatives. Institutional arrangements which foster political participation, the dispersion of political power, and increased representation by women and other disadvantaged groups can make democratic regimes more sensitive to issues of poverty, social welfare, and gender discrimination through remedial action and policy commitments.
