Although we tend to use the terms 'representative democracy' and 'democracy' as synonyms, Michael Mezey maintains that they are not. Democracy means that the people govern; representative democracy means that the people elect others to govern for them. This raises the question of the extent to which representative government approximates democracy-a question that turns on the relationship between representatives and those whom they represent. Mezey reviews the literature on the meaning of representation and its relationship to issues of citizen control. In the empirical sections that follow, he draws on data from the United States Congress and from legislatures outside the United States to discuss the extent to which the composition of a legislature reflects the demography of its nation. The author also examines a legislature's various political and economic interests and the extent to which representatives are responsive to specific requests for assistance from their constituents and to constituent opinions on public policy questions. He further looks at the effect that interest groups, political parties, and election systems have on the relationship between representatives and their constituents. Finally, Mezey addresses the criticisms that have been leveled against representative institutions: that they are slow to act, inefficient and uninformed when they do act, that they are too inclined to do what is popular rather than what is necessary and, conversely, that their members are too removed from the opinions of their constituents and therefore unfaithful to their democratic obligation to respond to the wishes of those whom they represent. Rich in thoughtful analysis, Representative Democracy incorporates normative, empirical and comparative perspectives on representation. It is perfectly suited for use in an upper-level course on the legislative process or Congress.

In this book, Christopher F. Zurn shows why a normative theory of deliberative democratic constitutionalism yields the best understanding of the legitimacy of constitutional review. He further argues that this function should be institutionalized in a complex, multi-location structure including not only independent constitutional courts but also legislative and executive self-review that would enable interbranch constitutional dialogue and constitutional amendment through deliberative civic constitutional forums. Drawing on sustained critical analyses of diverse pluralist and deliberative democratic arguments concerning the legitimacy of judicial review, Zurn concludes that constitutional review is necessary to ensure the procedural requirements for legitimate democratic self-rule through deliberative cooperation. Claiming that pure normative theory is not sufficient to settle issues of institutional design, Zurn draws on empirical and comparative research to propose reformed institutions of constitutional review that encourage the development of fundamental law as an ongoing project of democratic deliberation and decision.

In a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not. Beyond Presidentialism and Parliamentarism defends this thesis and explores 'semi-parliamentary government' as an alternative to presidential government. Semi-parliamentarism avoids power concentration in one person by shifting the separation of powers into the democratic assembly. The executive becomes fused with only one part of the assembly, even though the other part has at least equal democratic legitimacy and robust veto power on ordinary legislation. The book identifies the Australian Commonwealth and Japan as well as the Australian states of New South Wales, South Australia, Tasmania, Victoria, and Western Australia as semi-parliamentary systems. Using data from 23 countries and six Australian states, it maps how parliamentary and semi-parliamentary systems balance competing visions of democracy; it analyzes patterns of electoral and party systems, cabinet formation, legislative coalition-building, and constitutional reforms; systematically compares the semi-parliamentary and presidential separation of powers; and develops new and innovative semi-parliamentary designs, some of which do not require two separate chambers.
