Este estudo examina o governo de José Sarney, o primeiro após a ditadura militar, o governo de transição "par excellence". Porém, na fase final da redação, ocorreu a eleição de Lula (2002), um acontecimento político significativo, o que me induziu a acrescentar alguns comentários. Para avaliar as perspectivas de um governo com tal perfil, fiz uma breve incursão sobre os governos anteriores, incluindo os de Fernando Collor de Melo, Itamar Franco e Fernando Henrique Cardoso. Nesta segunda década do século XXI, embora sob formas e aparências um tanto alteradas, com novos protagonistas ou alguns remanescentes de conjunturas anteriores, os problemas de governabilidade e democracia ainda fazem parte do cenário político e institucional brasileiro. Trinta e seis anos após a Constituição de 1988, quando a democracia parecia consolidada, tivemos um governo autoritário (Jair Bolsonaro) que procurou ativamente sabotá-la; e um ensaio grotesco, mas não menos grave, de um golpe de estado da extrema direita. Não surpreende, portanto, que questões que foram cruciais nas décadas de 1980 e 1990 ainda estejam na agenda política e exijam atenção para serem confrontadas e, esperançosamente, descartadas como resíduos podres do nosso passado.

This book addresses the field of populisms from a contemporary perspective. The book brings a conceptual, qualitative, culturally sensitive and transformative approach to containing populist governance. The authors set out not only examine and compile the most varied conceptual definitions, but also present a theoretical definition in which they recognize a myriad of variable properties of populisms which are strategies commonly used in specific political contexts. Furthermore, with its own methodology, the book shows the use of a working method whose analysis was designed to apply the definition of populism applicable in any national context and answer the following hypothesis: the political and normative actions undertaken in the political system could be characterized as a populist movement in its formal and/or informal aspects, directly or indirectly? In this perspective, variable properties are attributes that allow to establish a traceable relationship through a set of specific indicators for its operationalization and empirical tests. The book also applies the definition of populisms in the political and normative actions undertaken by Jair Messias Bolsonaro in Brazil, presenting an extensive repertoire of mechanisms which understanding could contribute to contain populism, with the proper adaptations to the characteristics of each context. Reading Populisms will certainly contribute to the readers having more conceptual tools to analyze this global phenomenon that threatens the building of democratic constitutionalism as well as to understand how the growth of populism is associated with the weaknesses of liberal democracy.

How does a political regime evolve? How (and when) does an old regime turn itself into a new one? When does a political change occur? What is the first thing to change in a political transformation and what is the degree and the speed of this change? What are the causes of this transformation? And when exactly does this change end? When the new regime is completely established? What concepts can we use to understand each moment of the political transition? How can we think about the whole process? In 2005, Brazil completes twenty continuous years of civil government, a striking exception in the country's history, all of then, except one, chosen by direct elections. The long transition from the dictatorial regime to a non-dictatorial one (not necessarily democratic) begin in 1974. Fifteen years after, in 1989, a new stage in this process begins, overcoming the instability of the national political scene. From this moment on, the consolidation of democracy becomes the central problem of the national political agenda. There are many ways of telling and explaining this history. This book presents a survey of the different interpretations of this important period of Brazilian history and, at the same time, outlines some criticisms on the mainstream interpretations in Brazilian Political Science.
