This book sets out to break down and identify positive associations between Disarmament, Demobilization, and Reintegration (DDR) and Security Sector Reform (SSR). This book revisits post-Cold War Disarmament Disintegration and Reintegration (DDR) programmes in the light of previous experiences of disarmament, demobilisation and reintegration. In the history of North America and Europe, in particular, such programmes had a major impact on state-building, contributing to the development of the welfare state, shaping political settlements and directing government policy to maintain social peace. The authors in this important book ask what is left of these state-building dimensions in contemporary DDR programmes and whether the constraints imposed by international organisations on DDR programmes have more negative effects than positive ones. The role of political leadership in DDR processes is highlighted: can bureaucratically-driven processes deliver success? Only if political elites take full control and manage DDR programmes can there be a lasting impact on state-building. Even then, most political elites avoid deep changes in their relationship with the veterans. Is there a chance of reshaping international intervention in such a way as to favour the development of a 'social contract' between political elites and veterans? The National Disarmament, Demobilization and Reintegration Program (NDDRP) in the Democratic Republic of the Congo (DRC) was implemented over a period of seven years (2004- 2011) with the World Bank's support and funding. The NDDRP had three objectives: 1) disarmament of all combatants willing to be granted a status of demobilized person; 2) demobilization of all ex-combatants who met the conditions for a return to civilian life through a downsizing process of armed forces or groups; and 3) reintegrate the demobilized in the social and economic practices of the community of their choice with opportunities and conditions similar to those of other members of the community. To achieve these objectives, the DRC government initially established a National Commission of Demobilization and Reinsertion (CONADER, 2003), then established the NDDRP (2004), and finally created a new NDDRP Implementation Unit (IU-NDDRP, 2007). NDDRP was divided into three distinct phases, each capitalizing on the gains as well as the mistakes of the past. Economic reintegration of demobilized ex-combatants represented four out of five demobilized as recorded by the program. At the program's conclusion, the implementing partners decided to support the creation, legalization, and strengthening of demobilized persons' economic associations. This model of economic and social reintegration developed by the NDDRP can serve as a model framework for future rehabilitation and reintegration processes in DRC as well as in other countries. Finally, as the results were not as high as expected in regard to the number of women as well as wounded and disabled veterans demobilized, the NDDRP can be lauded for successfully reaching and reintegrating a highly significant number of Children Associated to Armed Forces and Groups (CAAFG) through special projects executed by different implementing partners.

The United Nations Organization Mission in the Democratic Republic of the Congo, MONUC, was deployed following the signing of the Lusaka Ceasefire Agreement in July of 1999. A core pillar of the mission, disarmament, demobilization and reintegration (DDR) programs have attempted to address the issue of multiple armed nonstate actors operating, primarily in the country's eastern districts of Ituri, North and South Kivu. MONUC's DDR initiatives can be subdivided into the national DDR program for Congolese combatants and the disarmament, demobilization, repatriation, reintegration and resettlement (DDRRR) of foreign armed groups. Although there has been some success in the DDR(RR) programs over the past 12 years of UN deployment, rampant insecurity attributed to the presence of armed groups in the DRC continues to plague the east. An examination of the DDR process in the east reveals that although the UN has assisted in the implementation of large, multidimensional DDR and DDRRR programs in the east, the situational context, voluntary approach, and links to Security Sector Reform ((SSR) have all proven inadequate to achieving stability though DDR.

While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.
