Is there a relationship between the consolidation of democracy and the ending of rivalries with neighboring states? Can internationalist foreign policies be useful in reprogramming militaries to accept civilian authority? Addressing these questions, the author examines the dynamic connection between democracy building and security cooperation in Argentina and Chile in the 1990s. Her thoughtful analysis reveals how the international relations of democratizing states are both the product of domestic political goals and a potentially powerful shaper of domestic politics.

During the Cold War, a series of coups in Latin America resulted in a new form of military rule-the national security state-in which the armed forces ruled as an institution and drastically transformed state and society to conform to a messianic vision of national security. This book examines the lasting impact of institutionalized military power on Argentine state and society and the structural legacies of the national security state. Despite important steps toward democracy in the 1980s, security and intelligence forces acted to block democratizing measures and shape the emerging political system.

During the 1990s Argentina was the only country in Latin America to combine radical economic reform and full democracy. In 2001, however, the country fell into a deep political and economic crisis and was widely seen as a basket case. This book explores both developments, examining the links between the (real and apparent) successes of the 1990s and the 2001 collapse. Specific topics include economic policymaking and reform, executive-legislative relations, the judiciary, federalism, political parties and the party system, and new patterns of social protest. Beyond its empirical analysis, the book contributes to several theoretical debates in comparative politics. Contemporary studies of political institutions focus almost exclusively on institutional design, neglecting issues of enforcement and stability. Yet a major problem in much of Latin America is that institutions of diverse types have often failed to take root. Besides examining the effects of institutional weakness, the book also uses the Argentine case to shed light on four other areas of current debate: tensions between radical economic reform and democracy; political parties and contemporary crises of representation; links between subnational and national politics; and the transformation of state-society relations in the post-corporatist era. Besides the editors, the contributors are Javier Auyero, Ernesto Calvo, Kent Eaton, Sebasti&án Etchemendy, Gretchen Helmke, Wonjae Hwang, Mark Jones, Enrique Peruzzotti, Pablo T. Spiller, Mariano Tommasi, and Juan Carlos Torre.

The COVID-19 pandemic has highlighted the need for governments to generate the necessary capacity to address important security and institutional challenges; this volume deepens our understanding of the nature and extent of state governance in Latin America. State capacity is multidimensional, with all elements interacting to produce stable governance and security. As such, a collection of scholars and practitioners use an explicit interdisciplinary approach, drawing on the contributions of history, political science, economics, public policy, military studies, and other fields to gain a rounded understanding of the link between security and democracy. Democracy and Security in Latin America is divided in two sections: Part 1 focuses on the challenges to governance and key institutions such as police, courts, armed forces. and the prison system. Part 2 features country case studies that illustrate particularly important security challenges and various means by which the state has confronted them. Democracy and Security in Latin America should appeal not only to those seeking to learn more about the capacity of the democratic state in Latin America to effectively provide public security in times of stress, but to all those curious about the reality that a democracy must have security to function.
