One of the fundamental challenges facing modern welfare states is the question of work-family reconciliation. An increasing share of mothers work, but many European welfare states do not adequately support the dual-earner model, especially in southern Europe. After 2005, German policy-makers transformed the nature of Germany’s family policy regime through a number of legislative measures, whilst Italy, a country with many similarities, witnessed little change. Using a multi-methods approach, this book addresses the puzzle of why Germany was able to implement far-reaching reforms in this policy area after a long impasse and Italy was not. As such, it delivers a broad, systematic account of these reforms and sheds light on why similar reforms were not also adopted in other similar welfare states at the same time. More generally, it contributes to understanding the determinants of welfare policy change in modern European welfare states. This text will be of key interest to scholars, students and professionals working on topics linked to European politics, welfare and work-family policies, comparative politics, social policy, and more broadly to political science and gender studies.

Mixed-member electoral systems may well be the electoral reform of the 21st century, much as proportional representation (PR) was in the 20th century. In the view of many electoral reformers, mixed-member systems offer the best of both the traditional British single-seat district system and PR systems. This book seeks to evaluate: why mixed-member systems have recently appealed to many countries with diverse electoral histories; and how well expectations for these systems have been met. Each major country, which has adopted a mixed system thus, has two chapters in this book, one on origins and one on consequences. These countries are Germany, New Zealand, Italy, Israel, Japan, Venezuela, Bolivia, Mexico, Hungary, and Russia. In addition, there are also chapters on the prospects for a mixed-member system being adopted in Britain and Canada, respectively. The material presented suggests that mixed-member systems have been largely successful thus far. They appear to be more likely than most other electoral systems to generate two-bloc party systems, without in the process reducing minor parties to insignificance. In addition, they are more likely than any other class of electoral system to simultaneously generate local accountability as well as a nationally-oriented party system. Mixed-member electoral systems have now joined majoritarian and proportional systems as basic options which must be considered whenever electoral systems are designed or redesigned. Such a development represents a fundamental change in thinking about electoral systems around the world.

The Rise and Fall of the People's Parties shifts the attention away from ever-changing populist politicians that capture newspaper headlines to the centre-left and centre-right people's parties that used to buttress the democratic order over the past decades, but which are now in steep decline. Why does the crisis of these parties contribute so profoundly to today's crisis of democracy? And why were these parties so important for the stabilization and legitimation of democracy in the past century in the first place? By providing a long-term and transnational account of the history of democracy in modern Europe, The Rise and Fall of the People's Parties reveals the striking parallels between the history of democracy and the history of the people's parties since 1918. The first part of the book shows how the failure to turn traditional working-class and confessional mass parties into people's parties played a vital role in the collapse of democracy in the 1920s and 1930s. It also explores the attractiveness of the people's party ideal centred on moderation, compromise and openness to pioneering politicians in the mid-century. The second part of the book then traces the practical application and breakthrough of this ideal in the decades after World War II and shows how this contributed to the stabilization and legitimation of democracy in the postwar decades. In the final part of the book, Corduwener turns to the slow decline of the people's parties since the mid-1970s. It explores how their failure to represent volatile and polarized societies was reflected in their aim to turn into 'open' and 'flexible' parties focused primarily on providing governmental efficiency - and how this eventually turned against them by alienating their members and voters.
