Aufgrund aktueller Bedrohungen durch die Finanz-, Wirtschafts- und Fiskalkrise rücken langfristige Problembetrachtungen von volkswirtschaftlicher Bedeutung, sowohl in den Medien, als auch im Bewusstsein der Bevölkerung, oftmals in den Hintergrund. Der demographische Wandel und seine negativen Assoziationen, ist eine dieser langfristigen Entwicklungen, die Mitte des letzten Jahrhunderts in Deutschland begonnen hat und ihren bedrohlichen Verlauf noch heute fortsetzt. Er wird in den Medien thematisiert, von namhaften Forschungsinstituten prognostiziert und in diversen Studien und Fachbeiträgen erörtert. Die Gefahren einer Überalterung der Gesellschaft liegen auf der Hand. Neben der Tatsache, dass die erwerbstätige Bevölkerung weiter schrumpft und dennoch, über den Generationenvertrag festgelegt, eine stark anwachsende Altengeneration finanziell absichern muss, ist die Frage nach dem Lebensstandard im Alter noch nicht hinreichend geklärt. Die medizinische und pflegerische Versorgung sind für die Bevölkerung von heute, nicht nur im hohen Alter, ein entscheidendes Zukunftsthema. Es klingt fast paradox, dass medizinischer Fortschritt und eine hohe Lebenserwartung der Gesellschaft Sorgen und Probleme bereiten. Die Folgen des demographischen Wandels für die Volkswirtschaft sind zahlreich und genauer betrachtet in der Regel sehr komplex. Daher ist der unmittelbare Gegenstand dieser Arbeit die Evaluierung von ausgewählten Einflussfaktoren auf das Gesundheitswesen in Deutschland. Der Gesundheitssektor ist einer der größten Beschäftigungsbereiche in Deutschland und gilt als ein dynamisches Wachstumsfeld der Zukunft. Er ist von der Problemstellung, die sich aus dem demographischen Wandel ergibt, nicht nur permanent, sondern weitestgehend stärker betroffen, als andere Branchen. Studienarbeit aus dem Jahr 2011 im Fachbereich BWL - Bank, Börse, Versicherung, Note: 1,7, Private Fachhochschule Göttingen, Sprache: Deutsch, Abstract: Die Einführung eines Zusatzbeitrags für die gesetzliche Krankenversicherung ist eine der zentralen Neuregelungen der jüngeren Reformen im deutschen Gesundheitswesen. Seine Einführung hat zahlreiche Implikationen sowohl für das Gesundheitssystem insgesamt, als auch für die gesetzlichen Krankenkassen und ihre Mitglieder. Im Folgenden gilt es, die Auswirkungen aus Sicht der Krankenversicherungen zunächst theoretisch zu analysieren, um im weiteren anhand verfügbarer empirischer Eindrücke Anhaltspunkte für die Bestätigung der hergeleiteten Ergebnisse zu finden. Ziel ist es, herauszufinden, ob und ggf. wann sich eine Einführung des Zusatzbeitrags für eine gesetzliche Krankenversicherung rentiert. Im zweiten Kapitel werden zunächst die Grundlagen der Betrachtung gelegt. Im Kapitel 2.1 erfolgt die Darstellung der Funktionsprinzipien der gesetzlichen Krankenversicherung in Deutschland. Davon ausgehend werden in Kapitel 2.2 der demographische Wandel und der medizinisch-technische Fortschritt als Einflüsse gekennzeichnet, welche sowohl die Einkommens- als auch die Ausgabenseite des Systems massiv unter Druck setzen. Kapitel 2.3. stellt anschließend den Zusatzbeitrag als Reformansatz vor, mit dem versucht wird, über einen Wettbewerbsmechanismus für einen Ausgleich dieser Einflüsse zu sorgen. Im dritten Kapitel werden die Auswirkungen der Einführung eines Zusatzbeitrags analysiert. Dabei geht es darum, Wirkmechanismen und deren Abschätzung seitens der Geschäftsleitungen einiger durch den Zusatzbeitrag betroffener Krankenkassen nachzuvollziehen. Kapitel 3.1 betrachtet dabei die Einnahmesituation der Versicherungen, 3.2 die Auswirkungen auf die Mitgliederzahlen und 3.3 den technisch-organisatorischen Zusatzaufwand als Folge der Zusatzbeitragserhebung. Kapitel 3.4 geht über die Kalkulation der Krankenkassen hinaus und zieht empirische Belege für die vorangehend angestellten Betrachtungen teilweise aus den Erfahrungen nach der Einführung des Zusatzbeitrags hinzu. Schlussendlich erfolgt in Kapitel 4 die Zusammenfassung der Erkenntnisse und ein Ansatz, die Frage nach dem Nutzen des Zusatzbeitrags für die Krankenversicherungen zu beantworten.

Nursing, like other health-related professions, is information-inten sive. The quality of care a patient receives is based on the soundness of judgment exercised by the health care team. Underlying sound judg ment is up-to-date information. Unless nurses have access to accurate and pertinent information, the care being rendered will not be of the highest standard. What is required is not necessarily more rapid and efficient informa tion services. Modern technology can process immense amounts of data in the blink of an eye. What we in the health professions need are information systems that are more intelligent, systems that can inte grate information from many sources, systems that analyze and syn thesize information and display it so that it may be applied directly in patient care-in other words, information that answers a question or even gives practical advice. In order to accomplish such objectives, work is needed to establish the scientific and theoretical basis for the use of computing and infor mation systems by health professionals. This is the research com ponent. In addition, there is the need for continued development and evaluation of practical information systems.
