Während heute über Projekte der Demokratisierung des Nahen Ostens geredet wird und die Forderungen nach Demokratisierung lauter werden und bisher gültige, kulturelle Barrieren nicht mehr akzeptiert werden, muss ernsthaft über die Demokratie und die Demokratisierung nachgedacht werden. Der Sinn einer Demokratisierung und ihr bisheriger, globaler, Verlauf spielen bei diesen Überlegungen eine entscheidende Rolle. Aber auch die Gründe für bisherige Demokratisierungsprozesse, welche in manchen Staaten erfolgreicher abliefen als in anderen, müssen betrachtet werden. Vor allem ist aber die tragende Idee dahinter, dass Demokratie nicht einfach da ist, sondern dass sie entsteht. Im Hinblick auf die westliche Geschichte und die eigene Entwicklung der Demokratie, erscheint besonders interessant, welche eigenen Erkenntnisse und Erfahrungen man in die Diskussion über eine globale Demokratisierung einfliessen lassen kann. Demokratisierung auf einer globalen Ebene, soll man aber nicht als eine Demokratisierung internationaler Institutionen verstehen, sondern als Durchdringung der Welt mit der demokratischen Idee und ihrer Anwendung. Bei der Betrachtung, der sich mit der globalen Demokratisierung, ergebenden Problemfelder lassen sich doch einige Fehlentwicklungen feststellen, welche meist eine gemeinsame Ursache haben. Demokratie ist prägend für diese Epoche, vor allem weil sie jetzt ein globales Phänomen zu werden scheint, deshalb ist die Auseinandersetzung mit den Folgen dieses Phänomens umso wichtiger.

Ihre weltweite Ausbreitung und faktische Univer salisierung schien in diesem beschleunigten Wandel nur eine Frage der Zeit zu sein. Nach der Implosion des sowjetischen Herrschaftsmodells wirkten die verbliebenen un demokratischen Regime nur noch wie vormoderne Relikte, die Idee alternativer und weltweit konkurrierender Entwicklungsmodelle politischer Gesellschaften verblaßte. Drei Entwicklungen haben diese Selbstgewißheit in Politik und Politikwissenschaft in den letzten Jahren verunsichert. China, einige islamische Gesellschaften und andere kleinere Staaten machen keine Anstalten, die westliche Demokratie zu übernehmen. Vielmehr proklamieren sie in mehr oder weniger starker Auseinandersetzung mit westlichen Vorstellungen "eigene Wege" mit anderen normativen Prioritäten und anderen kulturellen Grundlagen. In den westlichen Demokratien wächst das Bewußtsein, daß in dem alle anderen gesellschaftlichen Bereiche umkrempelnden schnellen sozialen Wandel eine Dynamik enthalten sei, die auch die bisher als stabil und "endgültig" gedachten Institutionen der westlichen Demokratien erfassen könnte.
