A combination of economic transformation, political transitions and changes in media have substantially, if incrementally, altered the terrain for political participation globally, particularly in Asia, home to several of the most dramatic such shifts over the past two decades. This book explores political participation in Asia and how democracy and authoritarianism function under neoliberal economic relations. It examines changes that coincide seemingly perversely with a participation explosion: with mass street protests and ‘occupations’, energetic online contention, movements of students and workers, mobilization for and against democracy and more. Rinsche 1996, Binderhofer et al. 1996 u.a.). Doch die wirtschaftliche Krise stoppte nicht nur die Entwicklung der Länder, sondern warf sie zum Teil auch in die Armut zurück, die vor dem Aufschwung geherrscht hatte. Damit wurde den Staaten mit autoritärem und zum Teil autokratischem Charakter ihre wichtigste Legitimationsquelle entzogen (vgl. Houben 1999, Rüland 1998) und die Frage nach Demokratisierung neu gestellt. Die Frage, mit der ich mich auseinandersetzen möchte, ist, wie Demokratie und Menschenrechte sich in Asien darstellen und entwickelt sind, und in welchem Verhältnis asiatische und westliche Staaten diesbezüglich zueinander stehen. Denkt man an die gravierenden kulturellen Unterschiede und den Universalismusanspruch von Menschenrechten und Demokratie, wird sofort deutlich, daß besonders in diesen beiden Punkten das Spannungsverhältnis zwischen Asien und dem Westen gewaltig sein muß. Genauso stellt sich die Diskussion um dieses Thema dar. Es gibt eine Vielzahl qualifizierter Beiträge, die weit auseinander gehen und kontrovers sind. Diese Arbeit kann aufgrund der Komplexität des Themas nur einen Ansatz bieten. Um nicht zu allgemein zu bleiben war es deshalb notwendig, ein Länderbeispiel herauszugreifen. Ich habe mich für Indonesien als Beispiel entschieden. Dieses Land erschien mir besonders interessant, da es sich in einem steten Wandel befindet, gerade erst (mit dem Machtwechsel von 1998) einen Schritt in Richtung Demokratisierung gegangen ist und in seiner multiethnischen Vielfalt die Problematik Asiens hervorhebt

Südostasien befindet sich auch traditionell in einem steten Wandel, wie unter anderem die zahlreichen Verfassungsänderungen und Regierungswechsel zeigen (vgl. Rüland 1998). Wir haben es hier auf keinen Fall mit einem abgeschlossenen Thema zu tun. Das macht es gerade spannend, denn durch die Wandlungsfähigkeit ergeben sich eine Vielzahl von Möglichkeiten, seitens der regionalen wie internationalen Politik positiv in das Geschehen einzugreifen. Das abschließende Kapitel wird das noch einmal aufgreifen, und versuchen es in den Kontext zu setzen sowie Zukunftsperspektiven zu zeigen.

Rapid economic pluralization in East Asia has empowered local and medial groups, and with this change comes the need to rethink usual notions regarding ways in which "democracies" emerge or "citizens" gain more power. Careful examination of current developments in China, Korea, and Southeast Asia show a need for expansion of our understandings of democracy and democratization. This book challenges traditional ways in which political regimes in local as well as national polities are conceived and labeled. It shows from Asian experiences that democracy and its precursors come in more forms than most liberals have yet imagined. In reviewing recent experiences of countries across East Asia, these chapters show that actual democracies and ostensible democratizations there are less like those in the West than the surprisingly consensual and standard political science of democratization suggests. This book first examines the extreme variation of democracy’s meaning in many Asian states that hold contested elections (South Korea, Taiwan, Indonesia, Malaysia, the Philippines, and Thailand). Then it focuses on China. It analyzes a range of grassroots forces driving political change in the People’s Republic, and it finds both accelerators and brakes in China’s political reform process. The contributors show that models for China’s political future exist both within and outside the PRC, including in other East Asian states, in localities and sectors that already are pushing the limits of the powerful, but no longer all-powerful, Chinese party-state.
