Biirgerlich-politische Gruppen wie die Proportional Representation Society in England, der Manner von bedeutendem Ruf und Fahigkeiten viel Zeit und Miihe geopfert haben, haben sie zu ihrem Leitgedanken ge macht. Trotzdem hat sich die Verhaltniswahl eigenartigerweise in den englischsprechenden L30ndern (mit Ausnahme von Irland, wo besondere Verh30ltnisse vorliegen) nicht durchsetzen konnen, obwohl gerade in diesen L30ndern die repr30sentative Regierungs form zu Hause ist. 1st das auf die groBere Widerstandskraft einge fahrener Methoden gegeniiber allen Neuerungen zuriickzufiihren? Oder auf einen grundlegenden Fehler in dem Plan, nach dem sich VOlker mit festgefiigter politischer Tradition und gesundem Men schenverstand regieren? Oder auf besondere Verhaltnisse, etwa groBere Homogenitat der Wahlerschaft, wodurch die Verhiiltnis wahl nicht so dringend notwendig erscheinen mag? Diese und an dere damit zusammenhangende Fragen werden von den verschie denen Beobachtern sehr verschieden beantwortet, je nach ihrer Grundeinstellung zur Verh3oltniswahl. Schon daraus I30Bt sich schlieBen, daB mit diesem scheinbar rein technischen Problem des politischen Apparats tiefere politische und moralische Zusammen hange beriihrt werden. Urn die Mitte des vergangenen Jahrhunderts gerieten zwei groBe politische Denker iiber das Thema der Verhaltniswahl in eine scharfe Kontroverse, und ihre Behandlung der Streitfrage gilt heute noch als klassisch. John Stuart Mill trat in seinem "Consi derations on Representative Government"!) fiir die Verhaltnis wahl ein; in Walter Bagehot, der in "The English Constitution"2) die VW ablehnte, fand er seinen Gegner.
