Ökonomie, Note: 1,0, Technische Universität Darmstadt (Politikwissenschaft), Sprache: Deutsch, Abstract: Möchte man dem US-amerikanischen Politikwissenschaftler Fukuyama Glauben schenken, nahm die Geschichte 1989 ihr Ende. Mit dem Zusammenbruch der Sowjetunion und der Auflösung der verhärteten Fronten des Kalten Kriegs konnte sich schließlich ein politischer Systemtyp durchsetzen: Der Kampf zweier konkurrierender Staats- und Gesellschaftsentwürfe fiel deutlich zugunsten demokratischer Prinzipien aus. Sowohl der Faschismus Mitte des 20. Jahrhunderts als auch der Kommunismus erwiesen sich nach Fukuyama als nicht durchsetzungsfähig. Die Entwicklung der darauffolgenden Jahre und Jahrzehnte schien Fukuyama Recht zu geben. Der Demokratie wird ein Siegeszug bescheinigt, der sich bereits bis zu einer „Dritten Welle“ der Demokratisierung ausgeweitet hat. Gestützt wird diese Entwicklung durch internationale Organisationen wie die Vereinten Nationen, durch Entwicklungsgelder, Nichtregierungsorganisationen (NROs), Medien und Nationalregierungen. In jüngster Zeit scheint die Demokratieentwicklung enger als je zuvor mit Globalisierungsprozessen verknüpft zu sein. Im Rahmen des Arabischen Frühlings entfalten grenzüberschreitende Kommunikation und Kooperation besonders deutlich ihre Wirkung. Die politischen Umbrüche hin zur Demokratie in vielen arabischen Staaten begrenzen sich längst nicht mehr auf den nationalstaatlichen Rahmen, sondern stehen in Interaktion mit Akteuren weltweit. In starkem Kontrast hierzu stehen Befürchtungen um das Ende der Demokratie. Eine erodierende Steuerbasis, sinkende Wahlbeteiligung, die Ohnmacht politischer Entscheidungsträger angesichts der Komplexität und Unberechenbarkeit der Globalisierung oder die Macht transnationaler Unternehmen werden für eine Krise der Demokratie verantwortlich gemacht. Da sowohl Demokratie als auch Globalisierung von hoher Bedeutung für Gesellschaften und politische Akteure sind, stellt sich die Frage nach deren Beziehung. Grundsätzliches Ziel dieser Arbeit ist es, den hier skizzierten Konflikt der widersprüchlichen Argumente hinsichtlich des Zusammenhangs von Globalisierung und Demokratie näher zu beleuchten. Dazu sollen in den Kapiteln zwei und drei die beiden höchst kontrovers diskutierten Begrifflichkeiten „Demokratie“ und „Globalisierung“ analysiert werden [...]

Ausschlaggebend hierfür ist ihre territoriale Fixierung und Organisation im Rahmen des modernen Nationalstaats, welcher sich gerade durch das Vorhandensein von Grenzen und die damit verbundene Möglichkeit der Differenzierung von Mitgliedern und Nichtmitgliedern auszeichnet. Das vorliegende Buch widmet sich dem Verhältnis von Globalisierung und Demokratie in drei Schritten: An eine Erläuterung des hier angewandten Globalisierungsbegriffs knüpft sich eine ausführliche Darstellung der Wechselwirkungen zwischen Globalisierungsprozessen und dem Vergesellschaftungsmodell der Demokratie. Abschließend wird gefragt, welche Reaktionsmöglichkeiten die Politikwissenschaft für die globalisierungsbedingten Gefährdungen der Demokratie im 21. Jahrhundert anzubieten hat und wie erfolgversprechend diese sind.

Democratization since the implosion of the communist bloc displays a mixed balance. While the neo-democracies in Central Eastern European Countries can be seen as largely consolidated, many other processes of democratization in other parts of the world such as Africa, Asia and Latin America got stuck as unconsolidated or became defective democracies, some ‘regressed’ into hybrid regimes or were even turned into autocracies. While transitology dealt with the transition from authoritarian rule, the reverse process, the transition from democratic rule, remained almost completely outside the scholarly attention. This special issue will address the problems of the regression of democracy and aims at closing the gap between research on democracy and democratization on one side and the emergence of authoritarian regimes on the other. The contributions of this volume analyse the different phenomena in which decline of democracy fans out: the loss of quality, which means a silent regression; the backslide into hybrid regimes (hybridization); and the breakdown of democracy.
