Humanit re Interventionen zur Beendigung eines V lkermords passieren jedoch nur, wenn sich die Vereinten Nationen auf ein Eingreifen einigen k nnen. Pr ziser ausgedr ckt: Wenn die politischen Interessen der Gro en F nf nicht gegen eine Intervention sprechen und wenn sich gen gend Staaten finden, die sich an einer Intervention beteiligen. Unter diesen Umst nden k nnen Staatsoberh upter wie Sudans Pr sident al-Baschir frei schalten und walten - mit einer humanit ren Intervention brauchen sie nicht zu rechnen. Die Vereinten Nationen m ssen sich daher die Frage stellen, ob objektiver und interessenunabh ngiger mit diesen Verbrechen umgegangen werden kann. Diese Studie untersucht, ob ein legitimes Regime humanit rer Interventionen in der heutigen internationalen Staatengemeinschaft realisierbar ist. Ein legitimes Regime bedeutet in diesem Fall, dass eine st ndige UN-Truppe nach der Feststellung eines V lkermords durch eine politisch unabh ngige Kommission automatisch im Krisengebiet eingreift. Ein solcher Interventionsautomatismus hat das Potenzial, alle Staatsoberh upter dieser Erde vom Instrument des V lkermords abzuschrecken. Die Realisierbarkeit des legitimes Regimes wird entsprechend der Liberalen Theorie Internationaler Beziehungen von Andrew Moravcsik in zwei Schritten analysiert: Zuerst stellt sich die Frage, wie eine Staatspr ferenz zur Verhinderung von V lkermord innerhalb eines Staates entsteht. Schlie lich wird mit Hilfe des Neoliberalen Institutionalismus von Robert O. Keohane berpr ft, unter welchen Bedingungen eine Kooperation zwischen Staaten in diesem Feld m glich ist.

Von April bis Juli 1994 wurden in einem ostafrikanischen Land von der Gr”áe Brandenburgs circa 800.000 Menschen, zumeist mit Macheten, abgeschlachtet. Die t„gliche Todesrate der geplanten und systematisch ausgefhrten Massaker, die der V”lkermord in Ruanda einforderte, war fnfmal h”her als die der Todescamps der Nationalsozialisten. Sowohl den Medien, als auch den Vereinten Nationen wurde im Zusammenhang mit dem Genozid in Ruanda vorgeworfen, im Angesicht der Krise versagt zu haben. Die multiple Unfassbarkeit dieses V”lkermordes - als Menschenrechtsverbrechen und kommunikative Niederlage - fordert eine kommunikationswissenschaftliche Auseinandersetzung umso mehr heraus, als dass der Forschungsstand zur deutschen Berichterstattung zum Genozid in Ruanda nicht umfangreich ausf„llt. Die vorliegende Studie fasst die gegebenen Umst„nde als Chance auf, einen Beitrag zu einem wenig erforschten Gebiet zu leisten. Die Studie versucht nachzuvollziehen, wie sich das Genozid 1994 in Ruanda abgespielt hat und wie darber in Deutschland und international berichterstattet wurde. Eine zentrale Bedeutung wird hier bei der Berichterstattung zum Genozid in der Sddeutschen Zeitung zukommen. Wie hat deren Afrikakorrespondent Michael Birnbaum ber den V”lkermord berichtet?

Using previously classified documents and original interviews, The Other Alliance examines the channels of cooperation between American and West German student movements throughout the 1960s and early 1970s, and the reactions these relationships provoked from the U.S. government. Revising the standard narratives of American and West German social mobilization, Martin Klimke demonstrates the strong transnational connections between New Left groups on both sides of the Atlantic. Klimke shows that the cold war partnership of the American and German governments was mirrored by a coalition of rebelling counterelites, whose common political origins and opposition to the Vietnam War played a vital role in generating dissent in the United States and Europe.
