Germany and Britain are two major European economies that have been trying to confront the challenges of globalisation in very different ways. Britain has favoured market liberal strategies; Germany has endeavoured to retain its tradition of consensualism and the strong welfare state. Focusing on the period since 1997/8, this book explores the controversies and struggles surrounding the agendas of social, economic, and political modernisation in the two countries. The New Labour governments in Britain and the Social Democratic coalition governments in Germany have been introducing a range of reform policies designed to reform the welfare state and increase the respective country's competitiveness in the global market. In both countries, however, these policies have triggered societal resistance. The governing parties had to confront electoral setbacks, an exodus of party members, strains on the relationship with traditional political allies, and an increasingly alienated public. Within this context, this book focuses on the tensions between two key parameters in contemporary modernisation discourses: economic efficiency and democratic renewal. Political elites in many European countries are presenting the achievement of efficiency gains as a primary objective of globalisation-induced societal reform. At the same time civic empowerment and the engagement of civil society are widely regarded as essential for increasing the quality, legitimacy, and effectiveness of public policy making. But can these two goals be achieved at the same time? What exactly does the highly contested term efficiency imply? What is its relationship towards the equally ambiguous goal of democratic renewal? Focusing on a variety of political actors, structures and strategies in Germany and Britain, the individual chapters in this book trace how the tensions between economic efficiency and democratic renewal surface, how definitional struggles surrounding these ideals are being managed, and how new syntheses between the two parameters are being forged.

This book is the result of a research project carried out for the Committee of the Regions and analyses the 'state of play' of democratic practice at the subnational level in all of the European Member states. Its initial hypothesis was that liberal democracy is closely associated with the rise of the nation state in the 19th century. The nation state, however, has been significantly changing under the impact of various forces including globalization and regionalization, internal reforms of the public administration system such as privatization and deregulation, and the emergence of regions and local authorities as actors in their own rights. these changes pose challenges for the practice of democracy and, in particular, for its expression at the regional and local level. The book deals with the theoretical implications of these changes in terms of the changing nature of the state and new regionalism. However, one of the key findings is that there is no one uniform meaning of democracy across member states and there are variations even within a single state depending on whether the national or subnational levels are considered. Each country chapter gives the historical and philosophical background to the concept of democracy in each country. There is also an exposition of the institutional expression of democracy at the different levels. With regard to the practice of democracy at the subnational level, the role of pressure groups and policy networks is examined as well as the role of political parties. There is a survey of critiques of subnational democracy. Finally, there is a survey of innovative approaches to improving regional and local democracy through a variety of mechanisms and reforms as ways of responding to the challenge and opportunities facing it today

Though three of his four grandparents were from America and the first language he learned at home was English, Baldur von Schirach became one of the Third Reich’s most influential individuals. He joined the Nazi Party as early as 1925 at the age of eighteen and three years later became a member of its National Leadership. He also married Henriette, the daughter of Hitler’s personal photographer, Heinrich Hoffmann. Von Schirach continued to rise through the ranks of the Nazi Party, reaching the rank of SA-Gruppenführer. It was as the leader of the Hitler Youth organization, however, for which von Schirach is best remembered, becoming Reichsführer of the Hitler Youth on 16 June 1932, and the following year was given responsibility for all youth organizations in Germany. He also became a member of the Reichstag as a representative of the Party. Despite his influential position, he was called up for military service and served in the French campaign of 1940. Following this he became Reich Governor and the Nazi’s Gauleiter Reichsstatthalter in Vienna – powerful positions he retained until the final collapse of the Third Reich in May 1945. His responsibilities as Gauleiter and Reichsstatthalter included overseeing the deportation of Vienna’s Jews to ghettos and concentration camps in occupied Poland. Though a confirmed anti-Semite, later in the war he pleaded for a moderate treatment of the eastern European peoples and criticized the conditions in which Jews were being deported. This caused a breach with Hitler and the Nazi leadership, though he managed to retain his position in Vienna. Following his capture by US troops, von Schirach was among the major war criminals put on trial at Nuremburg. Found guilty of crimes against humanity on 1 October 1946, von Schirach was sentenced to twenty years imprisonment. He served out his time in the company of Rudolf Hess and Albert Speer in Spandau prison. He admitted his crimes and his role in the deportations and in his autobiography, I Believed in Hitler, he explained how he was drawn into the world of the Nazis. He also said that his aim was destroy any belief in the rebirth of Nazism as well as blaming himself for not having done more to prevent the concentration camps. This detailed and balanced analysis of Baldur von Schirach reveals the true and ambivalent nature of a complex and fascinating individual who played a key role in the events leading up to, and during, the Second World War.

Im Rückblick auf den Zeitraum seit 1945 läßt sich ein Zyklus von Erinnern, Verstummen und erneutem Erinnern ausmachen, der bereits dreifach durchlaufen worden ist. Insofern ist der Umgang mit dem Thema in den deutschen Medien gleich nach Kriegsende auch für die Gegenwart aufschlußreich. Deutungen und Formen des Gedenkens, die heute praktiziert werden, haben selber inzwischen eine Geschichte. Mehrfach glaubte man bereits in beiden Teilen Deutschlands, daß die Schuldfrage gelöst sei und die Kriegserfahrung bewältigt. Jedesmal stellte sich heraus, daß die Deutschen noch immer in der Schuld sind, nicht nur aus der Perspektive ihrer europäischen Nachbarn. Die Beiträge in diesem Band gehen auf den Anfang eines unabgeschlossenen Prozesses zurück. Die Befragung gilt nicht den Menschen, sondern den Medien. Gefragt wird, wie in der Literatur, in der Presse, im Fernsehen und Film in den 40er und 50er Jahren mit dem Krieg umgegangen worden ist, welche Bilder davon die Literatur, die Presse, Fernsehen, Film und Hörspiel anzubieten hatten und welche Tendenzen sich dabei in den beiden deutschen Staaten, in Österreich, Polen und Frankreich nachweisen lassen. Women and Gender in Postwar Europe charts the experiences of women across Europe from 1945 to the present day.
