It has been estimated that over 60 asphalt mix designs are being specified by the various local governments and design consultants in the Denver metropolitan area. As material batches are ordered for delivery to these various agencies, the producers are required to constantly change their mixing formulations and plant operations. This constantly changing process results in inefficiencies in production time and cost to the buyer, as well as variability in the process. The problem is intensified when towns and communities order small amounts of material for a local street project. In March, 1994 a Government Forum was held in conjunction with the annual meeting of the Colorado Asphalt Pavement Association. At this forum, a decision was made to organize a Task Force to address this problem and provide recommendations for asphalt paving materials in the Denver Metropolitan area. This report presents the recommendations of that Task Force. The recommendations include gradation, asphalt cement type, additives, RAP, voids, and laboratory design properties. Four standard mixes were identified.

A program has begun in Colorado to prove that HMA pavements can be effectively constructed at intersections and provide significant benefits to the owner. To many highway agencies, performance, construction speed, and cost are the three key issues to consider when rehabilitating or reconstructing high traffic intersections. Therefore, demonstration projects were organized by the Colorado Asphalt Pavement Association (CAPA) to demonstrate performance, construction speed and cost advantages over PCC pavements at high traffic intersections in Colorado. This paper documents the planning, design, and construction processes that were followed to successfully build an HMA pavement at an intersection carrying over 7.7 million 18 kip (8200 kg) ESALs for a 20-year design.

This final report summarizes the activities that took place on a design-build project in Region I of the Colorado Department of Transportation (CDOT). Under the Special Experimental Project No. 14 (SEP 14), the Federal Highway Administration approved the design-build concept to be used for the 12 mi (19.3 km) reconstruction of I-70 east of Denver. Included in this report are an overview of the design-build concept, discussion of significant events, and results of a questionnaire on design-build methodology. Also included in the report are a description of all the construction modification orders (CMO) and a discussion of quality control/quality assurance processes. The ultimate goal of this study was to identify and document the pros and cons of the design-build practice and to examine its overall applicability to CDOT.

Documents the construction and performance of the research study which was initiated to address section 1038(d) of the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA). The project selected to demonstrate the crumb rubber process was located on Platt Canyon (SH 75) from Bowles to C470 in the Denver metropolitan area. The project was a low volume roadway and quantities of crumb rubber introduced into the mix were minimal. This was to reduce risk in terms of premature failure and Colorado's limited experience with crumb rubber. Because of this limited experience, the "dry" process was selected. The project contained four different mix designs. A mix containing 1% [20 lb/ton (10 kg/Mg)] crumb rubber, a mix containing 1 lb/ton (0.5 kg/Mg), a mix containing 3 lb/ton (1.5 kg/Mg) and a mix which contained no rubber were placed on the project.

The purpose of the research conducted was to determine if aggregate degradation takes place and to measure the possible degree of degradation after bituminous mixtures are heated inside the NCAT Asphalt Content Tester. A study was conducted which compared the original aggregate blend (control specimens) to the residual aggregate blend (experimental specimens) obtained after several bituminous mixtures were heated inside the NCAT Asphalt Content Tester. The control specimens and the experimental specimens used to produce the bituminous mixtures were the result of an aggregate sample which was split three times. Two methods of analysis were used to review the gradation results.

This guidebook presents a methodology that uses performance measures common to various transportation modes to perform simplified corridor/project analyses. Evaluation of performance across alternatives and modes is done through a series of manual worksheets by applying an approach based on five core areas including measures of mobility, agency cost, safety, user costs, and air quality. The evaluation can be limited to an analysis based on measures of effectiveness (MOE) or completed to include a measure of economic efficiency. To calculate the measures for each of the core areas, the analyst must describe the corridor or project to be analyzed, conceptualize the alternatives to be examined, collect baseline data pertinent to those alternatives and the chosen analysis framework, and aggregate the corridor into logical segments. For cases where some local data are unavailable, the guidebook includes a series of reference tables with default and average values for variables and parameters involved in the evaluation. After the MOEs under the baseline, No-build, and alternative conditions for each analysis year are summarized, the analyst can employ a multi-criteria ranking approach to select the best alternative action based on performance measures or perform an economic efficiency analysis.
