On October 2, 1981, the President announced his decision to cancel M-X Multiple Protective Shelter (MPS) basing system. The Air Force was, at the time working to prepare a Final Environmental Impact Statement (FEIS) for the MPS site selection process. The preliminary FEIS captures the environmental data and analysis in the document that was nearing completion when the President decided to deploy the system in a different manner. This report provides additional detail to information presented in the FEIS for employment, labor force, and earnings in the project area. Information provided in this document that is supplemental to the FEIS includes: (1) detailed analysis of baseline employment, labor force, and earnings; (2) a study of the baseline and projected employment and earnings in the western region, with and without M-X; (3) detailed analysis of M-X and other projects, employment, labor force, and earnings effects in the specific Area of Analysis (AOA) counties; and a (4) study of the anticipated wave escalation effects due to m-X deployment. On October 2, 1981, the President announced his decision to complete production of the M-X missile, but cancelled the M-X Multiple Protective Shelter (MPS) basing system. The Air Force was, at the time of these decisions, working to prepare a Final Environmental Impact Statement (FEIS) for the MPS site selection process. These efforts have been terminated and the Air Force no longer intends to file a FEIS for the MPS system. However, the attached preliminary FEIS captures the environmental data and analysis in the document that was nearing completion when the President decided to deploy the system in a different manner. The preliminary FEIS and associated technical reports represent an intensive effort at resource planning and development that may be of significant value to state and local agencies involved in future planning efforts in the study area. This report documents the methods, assumptions, and data used to estimate the regional economic impacts of M-X deployment. The central component of this analysis is a system of county-level interindustry models drawing on a modified version of the Regional Industrial Multiplier System (RIMS). These models, combined with estimates of the final demand changes associated with M-X deployment, permit projection of the project's direct and indirect economic effects. Large-scale projects such as the M-X system are likely to result in transformations of communities and regions that are initially small in population and economic output. These socioeconomic changes would be induced during construction and operations phases of the project by expenditures for materials procurement and by direct employment of substantial numbers of workers. The direct economic effects are multiplied within the local economy to produce a larger total expansion of output and employment. One of the more immediate consequences of large-scale economic expansion in local areas which have a small available labor force would be rapid population growth as people move into the region to take advantage of the employment opportunities generated by the project. The Social Impact Assessment Model (SIAM) is a set of formal mathematical models which have been designed to provide quantitative projections of the effects of projects such as the M-X system on communities and regions.
