Seit der (teilweisen) Freigabe der Wechselkurse und im Zuge der Liberalisierung der Ka pitalmärkte haben sich die Wechselkurs- und Zinsschwankungen erheblich verstärkt. Entsprechend gewachsen sind die Risiken aus dem Halten von Forderungen und Ver pflichtungen in ausländischer und inländischer Währung vor allem für die auch internatio nal operierenden Geldinstitute. Speziell Zinsrisiken haben eine Reihe von Kreditinstituten im In- und Ausland in ernst hafte Schwierigkeiten gebracht, in der Bundesrepublik - nach dem "klassischen" Einzel fall Münemann im Jahre 1970 - während der Hochzinsphasen 1973/74 und zu Beginn der 80er Jahre, als die extrem teuer gewordene Refinanzierung von in den voraufgegan genen Niedrigzinsphasen aufgebauten Festzinspositionen erhebliche Verluste in den Zinsmargen brachte. Das Auftauchen dieses Risikokomplexes hat zwar nicht zu der (teil weise erwarteten) behördlichen Begrenzung des Zinsänderungsrisikos durch einen Grundsatz IV der Bankenaufsicht geführt; diese läßt sich seitdem jedoch von den Wirt schaftsprüfern regelmäßig über die (geschätzte) Höhe des Zinsänderungsrisikos berich ten. - Vor diesem Hintergrund erhält das Thema des Buches seine Bedeutung für das Bankmanagement. Der Verfasser befaßt sich dabei sowohl mit Ermittlungsrechnungen für Zinsänderungsrisiken als auch vor allem mit ihrer Steuerung. Es handelt sich um eine - im Sommersemester 1986 von der Fakultät für Wirtschaftswis senschaft an der Ruhr-Universität Bochum als Dissertation angenommene - überaus ge haltvolle Arbeit zu einem wichtigen bankpolitischen Problem. Vor allem bei den bisher weitgehend vernachlässigten risikopolitischen Maßnahmen und ihrer Bewertung erzielt der Autor deutliche Fortschritte gegenüber dem Stand der Literatur.

Im Wettbewerb mit den Finanzplätzen New York, London, Tokio, Zürich und den Euromärkten vollzieht sich am Finanzplatz Bundesrepublik Deutschland ein tief greifender Wandel im Angebot an Bankdienstleistungen. Die Notwendigkeit, mit den ausländischen Finanzplätzen Schritt zu halten, zwingt die deutschen Kreditinsti tute dazu, ihre Produktpalette und die Einsatzmöglichkeiten neuer Instrumente laufend zu überprüfen. So besteht an den internationalen Finanzmärkten ein verstärkter Trend zur Verbriefung (securitization) von Kredit- und Einlagenpositio nen. Dadurch wird es möglich, Kredite und Einlagen handelbar zu machen. Dies erlaubt eine flexible Anpassung an kurzfristig sich ändernde Marktgegebenheiten. Die neuen Produkte kombinieren häufig die Ausstattungsmerkmale traditioneller Instrumente miteinander. Dadurch verwischen sich zunehmend die Grenzen zwi schen Geld-, Kredit- und Kapitalmärkten. Ziel dieser Finanzdienstrevolution ist es, die komparativen Vorteile des Finanz platzes Bundesrepublik Deutschland im Vergleich zu den genannten Bankplätzen voll zur Geltung zu bringen und seine Wettbewerbsposition zu stärken. Daher besteht eine zunehmende Tendenz, international eingeführte Instrumente am Heimatmarkt (Domestikmarkt) zuzulassen. Die neuen Konstruktionen stellen an die Bankenaufsichtsbehörden und die Notenbanken neue Anforderungen.

A long and distinguished tradition of writers have used the form of a satirical dictionary to undermine the received ideas of their day. Voltaire wrote a sharply humorous "Philosophical Dictionary," while Samuel Johnson's dictionary of the English language was derisive and opinionated. These early dictionaries and encyclopedias were really weapons in a struggle for the soul of civilization between forces of humanistic enlightenment and the forces of orthodoxy and dogmatism. Their authors attacked and exposed the half-truths of their day by showing that it was possible to think differently about the social and political arrangements that everyone took for granted. But as John Ralston Saul argues in this decidedly unorthodox book, modern dictionaries have once again been captured by the forces of orthodoxy—albeit this time a rationalist orthodoxy. Our language has become as predictable, fragmented, and rhetorical as it was in the 18th century, divided as it is by special interest groups into dialects of expertise that are hermetically sealed off and inaccessible to citizens. In The Doubter's Companion, a marvelous subversive contribution to the great 18th century tradition of the humanist dictionary, Saul skewers and discredits the accepted content of common terms like Advertising, Academics, and Air Conditioning (defined as "an efficient means for spreading disease in enclosed public spaces"); Cannibal, Conservative, and Croissant; Dandruff, Death, and Dictionary ("opinions presented as truth in alphabetical order"); and several hundred others, including Biography ("a respectable form of pornography"), Museum ("safe storage for stolen objects"), and Manners ("people are always splendid when they're dead"). There is much in this volume that will stimulate, offend, provoke, perplex, and entertain. But Saul deploys these tactics of guerilla lexicography to advance the more serious purpose of reclaiming public language from the stultifying dialects of modern expertise.
