Sozialstaat und Sozialstaatlichkeit, das sozialstaatliche Leistungssystem und der Sozialstaatsgedanke an sich, haben innerhalb der letzten Jahrzehnte erhebliche Ver„nderungen erfahren. Etwa seit der Jahrtausendwende vollzog sich eine charakterliche Neuausrichtung des deutschen Sozialstaats, verbunden mit einem qualitativen Wandel wohlfahrtsstaatlicher Leistungen. Was genau geschehen ist und welche Auswirkungen sich hinsichtlich der Entwicklung von Armut und sozialer Ungleichheit im Land feststellen lassen, wird in der vorliegenden Studie n„her untersucht. Konkret wird betrachtet, welche Žnderungen im Sozialstaatsgefge durch die Politik erfolgt sind und welche armutsrelevanten Auswirkungen sich faktisch feststellen lassen. Auáerdem wird untersucht, welche diesbezglichen Entwicklungen in der Bundesrepublik eindeutig bzw. nachweislich im Zusammenhang mit den ge„nderten sozialen Gegebenheiten stehen und was sich theoretisch und plausibel darauf zurckfhren l„sst. Darber hinaus wird die ver„nderte Sozialstaatlichkeit unter dem Aspekt der sozialen Gerechtigkeit und der Armutsvermeidung betrachtet und beurteilt.

Inhaltsangabe:Einleitung: Die meisten arbeitenden Menschen sehen sich Veränderungen ausgesetzt, deren Ausmaß sie gar nicht überblicken können. Ohne große Vorwarnung sind die technologischen und wirtschaftlichen Umwälzungen über uns gekommen. Mit einem Male müssen sich die Menschen [...] fragen, ob es in der Wirtschaft der Zukunft einen Platz für sie geben wird. Selbst wer gut ausgebildet ist und über viel Erfahrung verfügt, muss damit rechnen, dass Automation und Informatisierung ihn überflüssig machen werden. Was noch vor einigen Jahren nur von einigen Intellektuellen und Gesellschaftskritikern [...] diskutiert wurde, geht auf einmal Millionen von Menschen an . Nur wer arbeitet, soll auch essen. Diese Aussage stammt u.a. von Franz Müntefering, ehemaliger / aktueller SPD-Bundesvorsitzender und von 2005 bis 2007 Bundesminister für Arbeit und Soziales. Das erschreckend klare Statement zur Bedeutung von Hartz IV gab er im Mai 2006 auf einer Fraktionssitzung als Beitrag zum Thema Arbeitsmarktreform von sich. Was für eine Botschaft beinhaltet eine solche Äußerung? Wer nicht isst, wer nicht essen darf, der verhungert, der stirbt. Muss es dann heißen: Wer nicht arbeitet (ist überflüssig und) soll sterben? Oder: Wer nicht arbeitet verdient auch nicht zu leben? Müntefering habe lediglich eine Weisheit aus den frühen Tagen der Sozialdemokratie zitiert , versuchte man die Angelegenheit im Anschluss herunterzuspielen nicht jedoch ohne darauf hinzuweisen, dass Menschen, die nicht arbeiteten, mitunter ein höheres Einkommen hätten als solche, die einer geregelten Tätigkeit nachgingen. Auf diejenigen, die von den Zinserträgen ihrer Vermögen leben, wurde damit allerdings wohl nicht abgezielt. Es ist anzunehmen, dass diese Weisheit Münteferings, dieser Satz, der die pure Existenzberechtigung von Millionen Arbeitslosen grundlegend in Frage stellt, tatsächlich so nicht gemeint war. Fakt ist aber: Arbeitslosigkeit, bzw. Hilfebedürftigkeit durch das Fehlen von Erwerbsarbeit entwickelt sich auch hierzulande mehr und mehr zu einem wirtschaftlichen wie politisch-gesellschaftlichen Problem von gigantischem Ausmaß. Arbeit als Erwerbsgrundlage und maßgebliches Element der Lebensgestaltung bedeutet für den Großteil unserer (Arbeits-) Gesellschaft zunehmend Wandel, Flexiblisisierung und Unsicherheit. Published in 1998. Social provision in all European countries has faced increasing scrutiny during the 1990s. Focusing on gendered aspects of welfare state restructuring, each contributor examines the way in which the welfare state of his or her country has been restructed over the past decade, concentrating on services for elderly people and for children. Each chapter outlines the shifts in the mixed economy of welfare and describes the degree to which there has been greater decentralization moves towards a different style of public management or the introduction of market principles. The changes in the provision of services for elderly people and children is described for the same period. Finally, women's position as paid providers of services, as unpaid carers and as recipients of services is analyzed. This book investigates the idea that the move towards "marketization" in many countries is having a disproportionately detrimental effect on women whose leverage on the market tends to be weak.
