In the decades between the French Revolution and the first stirrings of liberalism in the 1830s, German political culture defined itself apart from that of its neighbors to the west. Focusing on the career of Johann Cotta, the preeminent publisher of his generation, this book offers a lens through which we can more fully view and understand these turbulent years. Cotta is a familiar figure in the history of German letters, but his public life has never been studied comprehensively. He financed and directed the Allgemeine Zeitung of Augsburg, which would become one of the great European newspapers of the nineteenth century. He was the first German to convert money and cultural prestige into political power by means of the press. Cotta and his colleagues emerge not as liberals, but as characteristic figures of the Reform era. Their aim was to define and institutionalize a realm of thought and action beyond the control of the state, but short of opposed to it—a "public" realm in which intellectual independence and political loyalty would be equally well served. This book investigates the emergence of the modern concept of zeitgeist, the notion of a pervasive contemporary coherence, in the late 18th century. It traces zeitgeist’s descent from genius saeculi and investigates its association with public spirit and public opinion before surveying its prominence around the Wars of Liberation in Germany and during the politically restless 1820s in England. This trajectory shows that zeitgeist emerged from the 18th-century discourses about culture and the public functioning of social collectives. Under the impact of the French Revolution the term came to describe social processes of political and cultural challenge. Zeitgeist was discussed as a social dynamic in which emerging elites disseminate new ideas which find enough public approval to influence cultural and political behaviour and practice. These findings modify the view that zeitgeist eludes critical grasp and is mainly invoked for manipulative purposes by showing that the zeitgeist discussions around 1800 contributed to the formation of modern politics and capture key aspects of how ideas are disseminated within societies and across borders, providing a way of reading history horizontally.

Using a wealth of information from state and university archives, private correspondence, and a survey of lecture offerings in German universities, Lindenfeld examines the original group of learned disciplines which originated in eighteenth-century Germany as a curriculum to train state officials in the administration and reform of society and which included economics, statistics, politics, public administration, finance, and state law, as well as agriculture, forestry, and mining. He explores the ways in which some systems of knowledge became extinct, and how new ones came into existence, while other migrated to different subject areas. Lindenfeld argues that these sciences of state developed a technique of deliberation on practical issues such as tax policy and welfare, that serves as a model for contemporary administrations.
