Der Klimawandel gilt als eine der größten Herausforderungen der Gegenwart. Die auf fossilen Brennstoffen beruhende Wirtschaftsweise führt zu Problemen, die die Erde nachhaltig verändern. Will man dem Klimawandel entgegenwirken sind umfassende Veränderungen notwendig, wobei insbesondere die Kostenfrage eine wichtige Rolle spielt. Nicholas Stern geht der Kostenfrage in seinem viel beachteten Stern-Review nach und kommt zu dem Ergebnis, dass die Kosten, die durch den Klimawandel verursacht werden, deutlich höher sind, als die Kosten zur Bekämpfung des Klimawandels. Dennoch sind die Fortschritte in der internationalen Klimapolitik gering. Das Kyoto-Protokoll ist das bisher einzige Abkommen mit rechtsverbindlichen Reduktionsverpflichtungen. Die USA, einer der größten Treibhausgas Emittenten, nimmt nicht am Kyoto-Protokoll teil und auch die Verhandlungen zur Fortführung des Kyoto-Protokolls verlaufen schwierig. Die vorliegende Studie untersucht diesen scheinbaren Widerspruch, indem der Nationalstaat nicht als monolithischer Akteur betrachtet wird, sondern als reiner Vertreter nationaler gesellschaftlicher Interessen. Durch dieses Vorgehen kann eine genauere Analyse von Kosten und Nutzen des Klimawandels, sowie deren Wirkung auf gesellschaftliche Gruppen, erreicht werden. Da nicht alle gesellschaftlichen Interessen im gleichen Umfang berücksichtigt werden, können mächtige Partikularinteressen eine für die gesamte Gesellschaft negative Entwicklung aufrechterhalten. Um dies zu untersuchen, werden im vorliegenden Buch die USA und Deutschland anhand des Neoliberalismus von Andrew Moravcsik analysiert und miteinander verglichen. Nach einem kurzen Umriss der naturwissenschaftlichen Forschungslage zum Klimawandel wird dargestellt, welche allgemeinen Bedingungen für die gesellschaftliche Interessendurchsetzung von Bedeutung sind. In den beiden Länderanalysen wird zunächst untersucht, welchen Einfluss das politische System auf die Interessendurchsetzung der gesellschaftlichen Gruppen hat und wie die jeweilige Ausgangslage ist. Hierbei sind die Energieeffizienz, die Quellen der Energiegewinnung sowie die Ressourcen fossiler Rohstoffe von Bedeutung. Daran schließt sich eine Analyse der Interessen der Wirtschaft und der ENGOs an, und die Frage, mit welchen Mitteln versucht wird, diese Interessen durchzusetzen. The world is facing several serious challenges at the close of the fossil and nuclear energy regime: the limited resources of cheap conventional oil can only be surmounted by tapping unconventional oil reserves, e.g. deep sea oil. The explosion of the oil platform Deepwater Horizon in 2010 and the subsequent oil spill caused enormous damage, which even a year later cannot be fully estimated. Another even more important threat emanating from the fossil and nuclear energy regime has been brought to our attention by the Fukushima disaster. Last but not least, the problem of climate change caused by an increase in greenhouse gas emissions is looming, despite the fact that the international community has agreed on a considerable reduction of these emissions. Is this poor result of the Kyoto Protocol and the failure of successive climate conferences the consequence of a preference for the use of market-based instruments? The majority of climate scientists, economists, and politicians believe in the efficiency of “cap-and-trade” regulations. They even conceive them as a constituent ingredient of a “Green New Deal” or “Global Green Recovery”.
