Financial Crises and the Limits of Bank Reform examines the responses that were implemented in France and Germany, two comparable European economies, in the aftermath of the global financial crisis from 2007/2008 with respect to the future economic role of the banks. While France pushed for greater independence from the banks by strengthening financial disintermediation and non-bank intermediation, Germany supported classic bank intermediation. Analysing the reasons for this puzzling difference, this book shows that the main lessons drawn from the crisis were the consequence of differing patterns of social learning, leading to changes in widely shared beliefs of specific aspects of banking. While these were related to the conditions of bank lending and the limits of bank intermediation in France, in Germany they were linked to the risks of financial innovation and financial sector concentration. The book draws on an in-depth analysis of French and German banking and financial sector reforms in the decades prior to the crisis, crisis management, and the responses implemented in the aftermath, featuring extensive interview data with over 70 professionals in addition to profound document and data analysis. It discusses alternative theoretical approaches and spells out the ontological foundations and behavioural implications of the social learning approach to policy change. Contrary to other accounts of the post-crisis reforms concentrating on regulatory change, the author focuses on how evolving financial practices and reform priorities mutually condition each other over time, forming distinctive developmental paths. As this book shows, it is only once we embed the reform options chosen in their specific institutional and socio-economic context that we fully understand the driving forces behind the post-crisis reforms.

Rhenish capitalism is an ideal-typical model of capitalism which is characterised by a bank-centered financing system, close economic ties between banks and companies, a balance of power between shareholders and management, and a social partnership between unions and employers. The West German economy of the 1950s to the 1980s is the prime example of that model of capitalism which contrasts with the liberal Anglo-Saxon forms of capitalism. In accordance with recent debates about Varieties of Capitalism, the authors argue that research on capitalism should pay more attention to change over time. The book also claims to put the firm into the centre of analysis. The empirical contributions uncover the differences between French and German corporate governance practices comparing two European automobile producers (VW and Renault), analyse legal debates and practices of corporate control in post-war Germany, show the tension between national corporate governance and increasing internationalisation by reference to four major West German producers of chemicals, pharmaceuticals and fibres; and explore the opportunities encountered by German big banks vis-à-vis their customers from big industry. Furthermore, they show that coordinating culture in the supply relationship of the German automobile industry came under pressure at the end of the boom and stress the importance of communication processes as a basis for interest coordination in Rhenish capitalism. The chapters in this book were originally published as a special issue of the journal Business History.

This book analyses the European Court of Justice's power from a political-science perspective. It argues that this power can be assessed through studying the policy implications of there being a supranational constitution that was drafted as an international treaty. An international treaty contains a set of policy goals for future cooperation. Direct effect and supremacy give constitutional status to these policy goals, allowing the Court to develop the Treaty's implications for policymaking at the European and the member-state levels. By focusing on the four freedoms (of goods, services, persons, and capital) and citizenship rights, the book analyses the implications of case law for policymaking in different case studies. It shows how major EU legislation (for instance, the Services and Citizenship Directives) are significantly influenced by case law and how controversial policies, such as EU citizens' access to tax-financed social benefits, are closely linked to the Court.

The financial and economic crisis that began in 2008 still has the world on tenterhooks. The gravity of the situation is matched by a general paucity of understanding about what is happening and how it started. In this book, based on his 2012 Adorno Lectures given in Frankfurt, Wolfgang Streeck places the crisis in the context of the long neoliberal transformation of postwar capitalism that began in the 1970s. He analyses the subsequent tensions and conflicts involving states, governments, voters and capitalist interests, as expressed in inflation, public debt, and rising private indebtedness. Streeck traces the transformation of the tax state into a debt state, and from there into the consolidation state of today. At the centre of the analysis is the changing relationship between capitalism and democracy, in Europe and elsewhere, and the advancing immunization of the former against the latter. Extensive literature already exists on the causes and development of the recent financial crisis and the political measures taken to manage it. This book brings together a group of renowned social scientists to focus on the interplay between international, European and national decision-making processes in the reform of financial market regulation. Are those states affected by the crisis adopting internationally negotiated regulations? Or are they instead determining the European and international reform agenda? Are the policies being agreed contributing to greater harmonization of financial regulation in a multilevel political system? Or is the process being dominated by differing national interests? The dominant concern of this book is the way in which the given multilevel structure of financial market regulation has shaped the reform process triggered by the recent financial crisis. Following an agreed set of questions, an international group of scholars deal in separate chapters with the role in the reform process played by international organizations, European authorities, and regulators in the USA, the United Kingdom, and Germany. To provide a detailed view of the vertical and horizontal interactions between these actors, the analysis focuses on a small set of reform issues, including bank structure, bank capital, resolution, and OTC trading of derivatives. The analysis shows to what extent actors at a given political level have both responded to, and shaped reform initiatives in other countries and at other political levels. Consideration is also given to a general shift in international governance, using financial market regulation as a case in point. The final chapter summarizes the pattern of multilevel policy-making resulting from the empirical analyses, highlighting features that distinguish it from familiar studies of multilevel governance in federal regimes and in the European Union.
