Dazu gehören im engeren Sinne die Jordan-Anrainer Libanon, Syrien, Jordanien, Israel und die autonomen palästinensischen Gebiete. Viele Publikationen beschäftigen sich mit den Problemen und Streitigkeiten, die sich um die Teilhabe und die Nutzung des Jordanwassers drehen. In der hier vorliegenden Arbeit jedoch liegt der Focus auf den Wasserressourcen Israels, der Westbank und des Gaza-Streifens. Es geht um die Frage einer gerechten Verteilung und nachhaltigen Nutzung des Wassers zwischen Israel und den Palästinensern im Zuge der Friedensverhandlungen. Dabei bleibt zu beantworten, in wie weit das Wasser (Zugang und Nutzung) in den Friedensverhandlungen eine Rolle spielt, bzw. ob eine Lösung in der Wasserfrage den Friedensprozess positiv beeinflussen würde. Einen „Krieg um Wasser“ 1 prophezeite Klaus Polkehn 1992 den Bewohnern im Nahen Osten. Er begründete dies u. a. mit dem zu erwartenden, raschen Bevölkerungswachstum, ungeklärten Besitz- und Nutzungsverhältnissen (besonders im Einzugsgebiet des Jordan und des Yarmuk), und mit einer falschen, da nicht nachhaltigen Nutzung der verfügbaren Frischwasserressourcen. Es mag hoffnungsfroh stimmen, dass sich die Befürchtungen Polkehns bis heute nur teilweise erfüllt haben. Einen Krieg, der sich hauptsächlich um den Besitz und die Nutzung von Wasserressourcen drehte, gab es noch nicht. Der Streit um das Wasser in dieser trockenen Region stand aber spätestens seit der Staatsgründung Israels 1948 immer im Hintergrund der meisten Konflikte: es wurde, wie im Kapitel 4.1. gezeigt wird, zum Auslöser für kriegerische Auseinandersetzungen oder zur Demonstration von staatlicher Macht instrumentalisiert. Besonders der sich verhärtende Konflikt zwischen Israel und den Palästinensern ist spätestens seit der Besetzung des Westjordanlandes und des Gaza-Streifens 1967 ein Konflikt, in dem Wasser eine stark politisierte und emotionalisierte Rolle spielt, da Wassereinzugsgebiete und umstrittenen Territorien sich in vielen Fällen überlagern. Die vorliegende Arbeit versucht, so objektiv wie möglich, die hydrologischen Vorraussetzungen und die Geschichte des israelisch-palästinensischen Konfliktes unter wasserpolitischen Aspekten zu schildern und daraus resultierend den Friedensprozess in dieser Hinsicht kritisch zu hinterfragen. It provides a theoretical framework centred on four 'pathways' of impact and applies them to five cases of border conflicts: Cyprus, Ireland, Greece/Turkey, Israel/Palestine and various conflicts on Russia's border with the EU. The contributors suggest that integration and association provide the EU with potentially powerful means to influence border conflicts, but that the EU must constantly re-adjust its policies depending on the dynamics of each conflict.
