Im vorliegenden Aufsatz wird die öffentliche Auseinandersetzung anhand der Auswertung der Darstellung des Sozialstaates und seiner historischen und geistigen Grundlagen und der Diskussion um ihn in verschiedenen Tageszeitungen und Büchern untersucht. Um den Sozialstaat wird immer wieder gestritten. Für die einen ist er Ursache wirtschaftlicher und gesellschaftlicher Fehlentwicklungen, weil er immer und überall helfend einspringen will und so die Bereitschaft und Fähigkeit zur eigenen Anstrengung schwächt. Den anderen geht der Sozialstaat nicht weit genug; sie beklagen die bestehenden Unterschiede in den Lebensbedingungen und fordern mehr soziale Gerechtigkeit. „Der Sozialstaat ist ein Staat, der den wirtschaftlichen und wirtschaftlich bedingten Verhältnissen auch in der Gesellschaft wertend, sichernd und verändernd mit dem Ziel gegenübersteht, jedermann ein menschenwürdiges Dasein zu gewährleisten, Wohlstandsunterschiede zu verringern und Abhängigkeits-verhältnisse zu beseitigen oder zu kontrollieren.“1 Den historischen und geistigen Grundlagen des Sozialstaats ist das zweite Kapitel gewidmet. Die Idee des Sozialstaats hat ihren historischen Ausgangspunkt in der sozialen Frage im 19. Jahrhundert. Im dritten Kapitel wird die Entstehung und Entwicklung des Sozialstaats in Deutschland untersucht, und zwar bis hin zur Bundesrepublik. Denn der Siozialstaat hat in Deutschland eine lange Tradition. Im vierten Kapitel wurde das System der sozialen Sicherung untersucht. Die soziale Sicherung ist ein Bereich, um den viel gestritten wird, seit die wirtschaftliche Entwicklung nur noch schwach und die Arbeitslosenzahl hoch ist. 1 Hans Zacher: Handwörterbuch der Wirtschaftswissenschaften. This book radically revises established knowledge in comparative welfare state studies and introduces a new perspective on how religion shaped modern social protection systems. The interplay of societal cleavage structures and electoral rules produced the different political class coalitions sustaining the three welfare regimes of the Western world. In countries with proportional electoral systems the absence or presence of state–church conflicts decided whether class remained the dominant source of coalition building or whether a political logic not exclusively based on socio-economic interests (e.g. religion) was introduced into politics, particularly social policy. The political class-coalitions in countries with majoritarian systems, on the other hand, allowed only for the residual-liberal welfare state to emerge, as in the US or the UK. This book also reconsiders the role of Protestantism. Reformed Protestantism substantially delayed and restricted modern social policy. The Lutheran state churches positively contributed to the introduction of social protection programs.

In No Magic Bullet, Allan M. Brandt recounts the various medical, military, and public health responses that have arisen over the years--a broad spectrum that ranges from the incarceration of prostitutes during World War I to the establishment of required premarital blood tests. Brandt demonstrates that Americans' concerns about venereal disease have centered around a set of social and cultural values related to sexuality, gender, ethnicity, and class. At the heart of our efforts to combat these infections, he argues, has been the tendency to view venereal disease as both a punishment for sexual misconduct and an index of social decay. This tension between medical and moral approaches has significantly impeded efforts to develop "magic bullets"--drugs that would rid us of the disease--as well as effective policies for controlling the infections' spread.
