Das Ideal der größeren Freiheit kann daher nur durch eine breit angelegte, tiefgreifende und nachhaltige globale Zusammenarbeit zwischen den Staaten gefördert werden." Die von Kofi Annan in seinem Bericht "In größerer Freiheit" formulierte Forderung nach einem effektiven Multilateralismus, bei dem alle Bedrohungen und Herausforderungen gleichermaßen berücksichtigt werden, verlangt einige grundlegende Reformen des Systems der Vereinten Nationen. Bislang ist festzustellen, dass die Internationale Gemeinschaft nicht allen Regionen der Welt die gleiche Aufmerksamkeit zukommen lässt und insbesondere Afrika vernachlässigt. Dies hängt sowohl mit einem weitverbreiteten Afrika-Pessimismus als auch mit der Marginalisierung des drittgrößten Kontinents zusammen. In dieser Arbeit wird der Frage nachgegangen, welchen Stellenwert Afrika und insbesondere afrikanische Konflikte für die Internationale Gemeinschaft haben und auf welche Weise mit ihnen verfahren wird. Zu diesem Zweck wird nach einer Auseinandersetzung mit der Frage, ob Afrika unter anderem angesichts der "failing and failed states" wirklich ein verlorener Kontinent ist, die Organisation der Vereinten Nationen und hierbei insbesondere die Definitionsproblematik von Völkermord und das Interventionsdilemma näher beleuchtet. Anhand des im Schatten Somalias stehenden UN-Friedenseinsatzes in Ruanda 1994 und den Konsequenzen des sich vor den Augen der Blauhelme vollziehenden Völkermords für die Internationale Gemeinschaft, werden die Grenzen und Probleme der Vereinten Nationen bei deren Verha

The World Event/Interaction Survey (WEIS) Project is a research program examining international system characteristics and processes. Specifically, the data collected in the WEIS Project are public events reported daily in the press. The data reflect the flow of action and response between countries. One basic theoretical assumption underlying the project is that in the international political system, nations act consistently enough so that their past behavior is a source for the prediction of their present and future actions. Thus a country's external 'performance characteristics' in dealing with a wide variety of situations and with other countries are conceived to be made up of combinations of 'primary actions' that are categorized explicitly. These combinations of 'primary actions' are expected to fit together with those other countries in patterns of interaction. The purpose of the research is to discover if these theoretically expected characteristics and patterns make regular appearances in international relations. Africa's Thirty Years' War began in the early 1960s, when a civil war in Chad pitted the Muslim north and center against the political domination of African Christian politicians from southern Chad.
