El estudio del Derecho Marítimo debe ser obligatorio para todos los estudiantes universitarios, que cursan el último año de la licenciatura en Derecho, cuya formación epistemológica adquirida a lo largo de la carrera, les ha permitido adquirir las bases y cimientos de la profesión. Esta rama del Derecho, que se caracteriza por ser autónoma, implica un conocimiento multidisciplinario; ya que comprende un sistema de normas, principios e instituciones que regulan las diversas situaciones que se suscitan, a consecuencia del tránsito de las embarcaciones y artefactos navales, las personas que se encuentran en éstos —la gente de mar—, los puertos marítimos y los actos que llevan a cabo los sujetos de la navegación. Los ordenamientos jurídicos que rigen a esta área especializada, emanan de los artículos 4º, 5º, 27, 30 inciso A), fracción IV; 27, 73, fracción XIII —fundamento del Derecho Marítimo de Paz y Guerra—; 89, fracción XIII; 104, fracción IV; y 133, de la Constitución Política de los Estados Unidos Mexicanos. Las principales leyes, que contienen disposiciones singulares en esta materia, son la Ley de Navegación y Comercio Marítimos, y su Reglamento; la Ley de Puertos y su Reglamento. De manera supletoria, se aplica la legislación civil, mercantil, internacional, inter alia. Este libro comprende un material de estudio para el curso de Derecho Marítimo, que se imparte en la Facultad de Derecho de la UNAM. Apuntes de Derecho Marítimo, es una herramienta de apoyo didáctico, que ordena de manera sistematizada, notas, apuntes y material de clase elemental, de la cátedra de la ciencia jurídica marítima del Maestro y experto en esta materia, David Salinas Rodríguez. El primer capítulo se refiere al concepto de Derecho Marítimo y sus antecedentes; el segundo capítulo, al Derecho Marítimo Constitucional e Internacional; el tercer capítulo, a los espacios marítimos; el cuarto, al Derecho Marítimo Administrativo; el quinto, al Derecho Marítimo Civil; el sexto, al Derecho Marítimo Mercantil.
