La violencia contra las mujeres representa una violación a los derechos humanos y constituye uno de los principales obstáculos para lograr una sociedad igualitaria y plenamente democrática. Por tal motivo, la OACNUDH ha asumido el firme compromiso de promover la protección y la defensa de los derechos humanos de las mujeres y de contribuir a la erradicación de esta problemática, la cual representa la forma más grave y extrema de discriminación contra las mujeres. Este documento tiene por objeto contribuir a la clarificación del concepto de feminicidio en Latinoamérica, considerando los procesos de tipificación penal en que se encuentra actualmente leyes en Costa Rica y Guatemala, y diversas iniciativas de ley en México, Chile y Paraguay , desde una perspectiva jurídica fundada en el Derecho Internacional de los Derechos Humanos. Dado este enfoque, el documento no examina las realidades específicas de cada país o región, por lo que las apreciaciones que entrega, de carácter general y teórico, deben ser analizadas y matizadas a la luz de la realidad social y jurídica que en esta materia se enfrenta en los distintos países.

Las mujeres constituyen una parte sustancial de la poblacion economicamente activa dedicada a la agricultura. Los instrumentos internacionales de derechos humanos, medioambiente y desarrollo sostenible proclaman el principio de no discriminacion por razon de sexo o de genero. Sin embargo las mujeres frecuentemente se encuentran con obstaculos de genero a la hora de ejercer sus derechos y de alimentar a sus familias. Asi, el derecho a un nivel de vida adecuado, que incluye una alimentacion adecuada, puede verse vulnerado. Estos obstaculos pueden derivarse de normas directa o indirectamente discriminatorias, de practicas socioculturales profundamente arraigadas o de ambas cosas. El presente estudio analiza desde una perspectiva de genero la legislacion relativa a la agricultura existente en distintos paises del mundo, examinando la condicion juridica de la mujer en tres esferas clave: los derechos sobre la tierra y los recursos naturales; los derechos de las trabajadoras agricolas; y los derechos de las trabajadoras autonomas del sector agrario, desde la condicion de la mujer en las cooperativas rurales hasta su acceso a los servicios de credito, capacitacion y extension agricola."

More than 600 women and girls have been murdered and more than 1,000 have disappeared in the Mexican state of Chihuahua since 1993. Violence against women has increased throughout Mexico and in other countries, including Argentina, Costa Rica, Guatemala, and Peru. Law enforcement officials have often failed or refused to undertake investigations and prosecutions, creating a climate of impunity for perpetrators and denying truth and justice to survivors of violence and victims’ relatives. Terrorizing Women is an impassioned yet rigorously analytical response to the escalation in violence against women in Latin America during the past two decades. It is part of a feminist effort to categorize violence rooted in gendered power structures as a violation of human rights. The analytical framework of feminicide is crucial to that effort, as the editors explain in their introduction. They define feminicide as gender-based violence that implicates both the state (directly or indirectly) and individual perpetrators. It is structural violence rooted in social, political, economic, and cultural inequalities. Terrorizing Women brings together essays by feminist and human rights activists, attorneys, and scholars from Latin America and the United States, as well as testimonios by relatives of women who were disappeared or murdered. In addition to investigating egregious violations of women’s human rights, the contributors consider feminicide in relation to neoliberal economic policies, the violent legacies of military regimes, and the sexual fetishization of women’s bodies.
