Poverty is deep and widespread in Honduras. This is especially the case in the hillside areas-home to one-third of the country's population, the majority of whom earn their living through agriculture. While both policymakers and donors are under strong pressure to provide adequate interventions, they require guidance on what drives sustainable rural productivity growth, how to prioritize expenditures, and how to formulate effective development strategies. In this report, the authors develop an integrated econometric framework, based on the livelihoods concept, and demonstrate how it can be used as a policy targeting tool. Using this framework, the authors provide policymakers and stakeholders with empirical information on the livelihood strategies currently employed in the hillside areas of Honduras, existing opportunities for alleviating poverty, and potential priorities for policy and investments.

En los años recientes, Nicaragua ha hecho un progreso estable, aunque modesto, en la agenda económico y de reducción de la pobreza. Las tasas de pobreza han caído levemente y varios indicadores de bienestar han demostrado mejorías, persisten importantes desafíos y se proyecta que Nicaragua podría lograr solamente la mitad de las Metas de Desarrollo del Milenio (MDGs) al año 2015, si las políticas no se modifican. Las metas ERP/MDGs que están actualmente fuera de curso y que necesitan esfuerzos adicionales para sostener mejorías a futuro son: mortalidad materna, acceso a servicios de salud reproductiva, desnutrición crónica, acceso a agua potable y saneamiento, y analfabetismo.En general, este informe da énfasis a una estrategia centrada alrededor de los siguientes objetivos: (i) encontrar formas de acelerar el crecimiento, y de distribuir los efectos del crecimiento de manera más equitativa entre la población, en especial aumentando la efectividad de los programas públicos para llegar a los pobres; (ii) mejorar la infraestructura básica, en particular el abastecimiento de agua, saneamiento, caminos rurales y electricidad, para mejorar tangiblemente el bienestar de los pobres y elevar su productividad; (iii) mejorar aún más la salud básica y la nutrición, como también la cobertura y calidad de los servicios de educación para mejorar la productividad de la fuerza laboral; y (iv) focalizarse en programas que aumentan de manera directa la productividadcréditos, redes y asociaciones, títulos de tierra y mercados de tierras.
