This thesis aims to identify other alternatives to evaluate the Development Plans and Territorial Planning (PDOT), since traditionally the system of evaluation of the municipalities is only to measure if the objectives, goals, etc., that were initially raised in these plans. It should be noted that this has been accepted and kind of effective, but this evaluation system does not cover a hundred percent of effectiveness, since it is not clear what the actual results of its application and monitoring were if it not is analyzed the context for which it was developed. For example, when companies carry out strategic planning in addition to monitoring compliance with objectives, they also carry out market surveys through different systems of indicators and surveys that make it possible to clearly identify if planning is having the expected results. However, the PDOTs do not have this tool that allows public administrators and officials to clearly identify if the development, implementation and monitoring of the PDOTs are achieving the fundamental objective for which they were created "to improve the quality of life", it is proposed in this context to make a relationship between the PDOTs through their Accomplishment Indicator (AI) and the Human Development Index (HDI) of each one of these territories, with the objective to have a clear vision of how effective these plans are. The thesis is composed of four parts: The first part consists of three sub-literals where it was made: a) Evaluation of the PDOTs to the 25 municipalities of the Province of Guayas - Ecuador, in the two periods of preparation and updating of the years 2012 and 2015, through the Percentage of Content Compliance (PCC). b) Analysis of the AI, of the 25 municipalities of the Province of Guayas - Ecuador, in the years 2013, 2014, 2015 and 2016. c) Relationship between the PCC and the AI, of the 25 municipalities of the Province of Guayas - Ecuador, of the two periods of preparation and updating of the years 2012 and 2015. In the second part a methodological proposal of the MHDI of the 25 municipalities of the Province of Guayas - Ecuador, using census information of the periods 2001 and 2010 and non-census statistical information of the INEC (Ecuador in figures) for the year 2013 and 2016. In the third part, the correlation between the AI and the MHDI of the 25 municipalities of the Province of Guayas - Ecuador, using the Statistical Package for the Social Sciences (SPSS) as a tool, and an analysis of the goals of the Municipalities: Samborondón, Milagro and Alfredo Baquerizo Moreno. And the fourth part is aimed at the final conclusions and assessments.

La presente tesis contiene un estudio de caso sobre la articulación multinivel en el contexto de los nuevos procesos de planificación del desarrollo y ordenamiento territorial dispuestos por la Constitución de la República del Ecuador en el año 2008, en la provincia del Carchi, la cual está ubicada en la serranía ecuatoriana en la frontera norte. Nos acercaremos entonces al estudio de la institucionalidad pública de la Provincia del Carchi, en donde los procesos de planificación y el ordenamiento territorial son vistos como espacios e instrumentos de articulación y la ejecución de políticas pública en los territorios desde niveles de "mayor jurisdicción" (esto no significa que son niveles superiores), en donde se ha internalizado que estos procesos deben hacerse con un esfuerzo de articulación concreta.

La ordenación del territorio es una política pública que integra las previsiones de las políticas sectoriales de incidencia territorial, por tanto, es necesaria su coordinación como una forma de planificación y como un proceso político continuo. La investigación se centra en el caso de estudio de Ecuador, efectuando un análisis documental de fuentes oficiales (investigación en línea) y entrevistas para ampliar y profundizar el conocimiento científico sobre la política de ordenación del territorio. El reparto competencial de la ordenación territorial a los distintos niveles territoriales (1061), a partir de lo dispuesto en la Constitución, requiere una coordinación vertical y horizontal a través de los instrumentos de ordenación territorial previstos dentro del Sistema Nacional Descentralizado de Planificación Participativa (SNDPP), particularmente de los planes de desarrollo y ordenamiento territorial regionales, provinciales, cantonales y parroquiales que se coordinan con el Plan Nacional de Desarrollo y la Estrategia Territorial Nacional; y, de los planes de desarrollo y ordenamiento territorial de los gobiernos autónomos descentralizados que se coordinan entre sí; propiciando la integración territorial. La investigación determina las características de la competencia de la ordenación del territorio en Ecuador dentro del SNDPP y examina los mecanismos de coordinación de esta política y las políticas sectoriales de incidencia territorial entre los diferentes niveles territoriales y el Gobierno Central en el periodo 2008–2018, que a priori presenta una coordinación competencial aún no resuelta y un modelo incompleto que requiere un replanteamiento normativo y operativo. Se concluye, que la ordenación del territorio en Ecuador no ha logrado consolidarse como una política pública de carácter integral porque las políticas sectoriales han establecido anticipadamente el dónde, el cuándo y el cómo se localizan infraestructuras y servicios condicionado las actuaciones de los planes de ordenación territorial de los distintos niveles de gobierno.
