This report provides a description of the officers and enlisted personnel in the United States Armed Forces. The data for this description are drawn from the 1978/1979 DOD Survey of Officers and Enlisted Personnel, jointly designed and administered by The RAND Corporation and the Department of Defense. This work should contribute to defense manpower policy analyses and evaluation by providing demographic, economic, behavioral, and attitudinal information about the men and women on active duty not available as part of the routinely collected administrative data; by identifying problematic areas of military life which may be amenable to ameliorative action; and by isolating specific areas for further policy analyses. The sections of this report have been organized around a broad range of topical areas covered by the survey. Each section begins with a short summary highlighting some of the findings.

This report is based on data from the 1985 DoD Survey of Officer and Enlisted Personnel (1985 Member Survey) conducted for the Office of the Assistant Secretary of Defense (Force Management and Personnel) by the Defense Manpower Data Center. Almost 19,000 active-duty officers and 70,000 active-duty enlisted personnel in the four Services responded to an extensive questionnaire. The survey asked about personal and military background, economic status, family composition, rotation experience, preparedness, and plans for continuing in the military given alternative policies. Major findings include: total force size has remained relatively stable. Average force size has remained relatively stable. Average experience of enlisted personnel in the volunteer environment has increased. There have been increases in the minority population of the Armed forces Majority of both officers and enlisted were married. Approximately 98,000 military personnel had active-duty spouses. Guaranteeing location assignment and promotion would improve the projected probability of reenlisting for enlisted personnel but guaranteed retraining would have minimal impact. Proportions of officers expecting to serve at least 20 years have increased in all the Services. Overall changes in the average estimates of morale between 1978/9 and 1985 Member Survey were small.

The Noncommissioned Officer and Petty Officer BACKBONE of the Armed Forces. Introduction The Backbone of the Armed Forces To be a member of the United States Armed Forces--to wear the uniform of the Nation and the stripes, chevrons, or anchors of the military Services--is to continue a legacy of service, honor, and patriotism that transcends generations. Answering the call to serve is to join the long line of selfless patriots who make up the Profession of Arms. This profession does not belong solely to the United States. It stretches across borders and time to encompass a culture of service, expertise, and, in most cases, patriotism. Today, the Nation's young men and women voluntarily take an oath to support and defend the Constitution of the United States and fall into formation with other proud and determined individuals who have answered the call to defend freedom. This splendid legacy, forged in crisis and enriched during times of peace, is deeply rooted in a time-tested warrior ethos. It is inspired by the notion of contributing to something larger, deeper, and more profound than one's own self. This report is a contribution to the on-going evaluation of the effectiveness of DoD family policy; they also provide tools for the identification of future areas for policy action. This report is primarily based on data from the 1985 DoD Survey of Military Spouses conducted for OASD(FM & P) by DMDC. Over 41,000 military spouses, married to members of all four active-duty Services, responded to an extensive questionnaire in Spring 1985. The questionnaire included items about personal and family military background, family composition, family moving experiences, knowledge of and satisfaction with family programs and services, civilian labor-force experience and opportunities, economic resources and satisfaction with various aspects of military policy which directly impacts the family. Some major findings are: Majorities of military personnel, especially officers are married. Nearly 60% of all enlisted personnel are married. Military families, especially enlisted, are young, as measured by the wife's age and age of children and duration of marriage. A sizeable minority of wives and husbands of military personnel, especially enlisted, were born outside the U.S. Spouses of military personnel are well-educated. Officers wives tend to be older than enlisted men's wives. About one-fourth of families are currently located overseas.
