Theory Of Public Finance In A Federal State written by Dietmar Wellisch and has been published by Cambridge University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2000-01-13 with Political Science categories.

The central question of this book is whether the assignment of government functions to the individual jurisdictions in a federal state can ensure an optimal allocation of resources and a fair income distribution. The analysis thereby gives a new answer to the old question about the optimal degree of fiscal decentralization in a federal state. It shows that fiscal decentralization is a method to disclose the preferences of currently living and future generations for local public goods, to limit the size of the government, and to avoid excessive public debt finance. While the allocative branch of the government benefits from fiscal decentralization, it is difficult to obtain a distribution of incomes that differs from the outcome that the market brings along.

Who has rights to forests and forest resources? In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. This volume consists of a collection of cases prepared by participants in a case-writing workshop organized for Chinese teachers and researchers by the Economic Development Institute of the World Bank. There has been a growing interest in China in the case method of teaching as it has been developed in North American business schools. The case method can be used to study the problems associated with reform and can lead to a better understanding of the costs, benefits, and practical feasibility of alternative reforms. The objective of this workshop was to train users and writers of case studies in all aspects of case development, to establish a local capacity to provide training in the development and use of cases, and to increase the stock of Chinese-language case materials on various aspects of modern Chinese development and reform issues.

The “fascinating” #1 international bestseller of a quest across centuries by two intrepid women to reunite the pieces of a powerful, ancient chess set (Los Angeles Times Book Review). A fabulous, bejeweled chess set that belonged to Charlemagne has been buried in a Pyrenees abbey for a thousand years. As the bloody French Revolution rages in Paris, the nuns dig it up and scatter its pieces across the globe because, when united, the set contains a secret power that could topple civilizations. To keep the set from falling into the wrong hands, two novices, Valentine and Mireille, embark on an adventure that begins in the streets of Paris and leads to Russia, Egypt, Corsica, and into the heart of the Algerian Sahara. Two hundred years later, while on assignment in Algeria, computer expert Catherine Velis finds herself drawn unwillingly into the deadly “Game” still swirling around the legendary chess set—a game that will require her to risk her life and match wits with diabolical forces. Disillusioned with the results of centralized government planning, many countries have recently tried placing planning authority with state, regional or district agencies. The authors in this volume examine experiences in Asia, South America, and Africa to review the varieties of decentralization policies and programmes. They identify the social, economic, and political factors that seem to influence their success or failure. Alternative approaches to decentralization of development planning are discussed, and prescriptions for improved implementation are made. Different concepts of decentralization are explored throughout the book, and the advantages and disadvantages of different forms of decentralization are also detailed.
