Tornaram-se frequentes, nos últimos anos, notícias a respeito do papel das principais agências internacionais rebaixando a nota, tanto de empresas e instituições financeiras, como de Estados no assim chamado velho mundo , também conhecido como região de economias maduras . Por outro lado, as mesmas agências optaram, em função de critérios técnicos, pela elevação da nota de empresas e países emergentes . Este livro trata destas e outras questões, sobretudo relacionadas com o Brasil e os demais países da América Latina, levantadas por um grupo de pesquisadores brasileiros e estrangeiros que se reúne regularmente a cada dois anos a partir de um workshop intitulado Empresas, Empresários e Sociedade . Os textos aqui reproduzidos fazem parte de uma seleção de trabalhos apresentados e discutidos no sétimo encontro do grupo que ocorreu nas dependências da Universidade Federal de Santa Catarina, em Florianópolis, no ano de 2010. O encontro foi organizado pensando em refletir sobre a crise econômica que iniciou em 2008 e continua atingindo principalmente as economias dos países desenvolvidos. Ao mesmo tempo, a preocupação dos pesquisadores presentes era de indicar possíveis caminhos de saída da crise. Passados quase dois anos entre o encontro e a publicação deste texto, a crise continua e, o que é mais preocupante, torna-se cada vez mais profunda. Com o título Estado, Empresas e Empresários- Agentes de Desenvolvimento o livro convoca os leitores, as empresas, e o Estado com suas instituições, a se tornarem agentes de desenvolvimento, no sentido de encontrar propostas concretas que levem a economia de cada país a sair da crise e a encontrar soluções para o novo bilhão de pessoas que passou a existir no mundo, nos últimos dez anos.

At the end of World War II, several Latin American countries seemed to be ready for industrialization and self-sustaining economic growth. Instead, they found that they had exchanged old forms of political and economic dependence for a new kind of dependency on the international capitalism of multinational corporations. In the much-acclaimed original Spanish edition (Dependencia y Desarrollo en América Latina) and now in the expanded and revised English version, Cardoso and Faletto offer a sophisticated analysis of the economic development of Latin America. The economic dependency of Latin America stems not merely from the domination of the world market over internal national and "enclave" economies, but also from the much more complex interact ion of economic drives, political structures, social movements, and historically conditioned alliances. While heeding the unique histories of individual nations, the authors discern four general stages in Latin America's economic development: the early outward expansion of newly independent nations, the political emergence of the middle sector, the formation of internal markets in response to population growth, and the new dependence on international markets. Unlike other regions around the world, several Latin American countries have managed to reduce income inequality over the last decade. Higher growth rates and growing employment, but also innovative wage policies and social programs, have contributed to reducing poverty and narrow income disparities. Yet, despite this progress, nation-states in the region demonstrate little capacity to substantially change their patterns of deeply rooted inequalities. Focusing on the limits and challenges of redistributive policies in Latin America, this volume synthesizes and updates the discussion of inequality in the region, introducing the perspective of global and transnational interdependencies. The book explores the extent to which redistributive policies have been interlinked with the provision and quality of public goods as well as with structural changes of the productive sector. Inspired by structuralist and neostructuralist thinking of Latin American economists, such as Raúl Prebisch and Celso Furtado, authors question the redistributive impact of the interplay of recent macroeconomic, fiscal and social policies, particularly under left and center-left administrations committed to greater equality. Bringing together experts in social, fiscal and macroeconomic policies to investigate the interdependent and global character of inequalities, this book will appeal to scholars of sociology, economics, development and politics with interests in Latin America, inequality and public policy.
