Este livro foi elaborado com o objetivo de identificar os fatores impulsionadores e restritivos condicionantes do desenvolvimento econômico e social de um país ou uma região. Neste sentido, analisou-se a evolução do processo de globalização da economia mundial ao longo de cinco séculos, a experiência desenvolvimentista no Século XX de países selecionados, bem como a evolução da economia brasileira do Século XVI ao Século XX a fim de extrair conclusões sobre os fatores impulsionadores e restritivos condicionantes do desenvolvimento econômico e social dos países capitalistas centrais, periféricos e semiperiféricos da economia global. Desta análise, constatou-se que os fatores impulsionadores e restritivos ao desenvolvimento se localizam em três planos- 1) na Economia; 2) na Sociedade; 3) no Território. No plano da Economia, os fatores impulsionadores ou restritivos ao desenvolvimento dependem- a) da disponibilidade de capital; b) da demanda interna e externa para os produtos ou serviços; c) de empreendedores internos e externos interessados em investir; d) da estrutura industrial competitiva; e) do ambiente empresarial competitivo que contribua para a inovação de produtos e processos; e, f) da situação macroeconômica. No plano da Sociedade, os fatores impulsionadores ou restritivos ao desenvolvimento dependem- a) dos recursos humanos; b) dos recursos de conhecimentos; c) de empreendedores internos e externos interessados em investir; d) do mercado interno para os produtos ou serviços; e) da infraestrutura social (educação e saúde); f) de instituições da Sociedade Civil organizada atuantes; g) de sindicatos de trabalhadores ativos; e, h) de partidos políticos progressistas fortes. No plano do Território os fatores impulsionadores ou restritivos ao desenvolvimento dependem- a) dos recursos físicos naturais ou construídos pelo homem; b) da infraestrutura econômica (energia, transportes e comunicações); c) de polos de crescimento e desenvolvimento territorialmente bem distribuídos; e, d) do potencial de desenvolvimento endógeno ou local. Um país ou de uma região alcançará o progresso econômico e social na medida em que seja capaz de utilizar na plenitude em sua economia, na sociedade e em seu território seus fatores impulsionadores e neutralizar seus fatores restritivos ao desenvolvimento.

In an era of rapid globalisation, how can the changes that characterise how the social question is addressed in rich and emerging countries be analysed? How can one interpret the crisis in the Welfare State and the emergence of new social policies that push for the financial contribution of beneficiaries and the development of new forms of solidarity? What can be said about the world’s poorest countries and their recurrent difficulty in benefiting from international aid to fight against poverty and ensure the protection of all people? This volume brings together 24 researchers from around the world to analyse a series of case studies of developed, emerging and developing countries. They study the evolution or decline observed in these countries and propose some answers to the issue of the way in which the economic model influences how the social question is taken into account around the world. A closer look reveals that the manner in which this question is addressed largely determines how the evolution of the world is perceived. While the contributors here highlight how capitalism makes it possible to reflect on the issue of social protection, they also show the limits of policies unable to guarantee this protection as soon as the economic situation can no longer allow countries to bear its costs.

This book of essays, written in honour of Professor David Trubek, explores many of the themes which he has himself written about, most notably the emergence of a global critical discourse on law and its application to global governance.
