This book may seem a simple accumulation of twenty-one public space projects in eight Latin American cities. On closer inspection, the presentation of project descriptions, photographs, and annotated drawings reflects a concern to analytically explain the operative aspects at work. The publication is not intended to serve only as a catalogue, guide, or manual on how to produce public space in spontaneous settlements. Rather, it goes beyond the aims of an index of best practices. It is intended, instead, as an empirical base for a critical and theoretical engagement with the problematic of development, social inclusion, public investment, (in)formal settlement, civil society and the public sphere. Con la publicación de Representación hecha a S. M. C. el señor Fernando VII en Defensa de las Cortes, el Ministerio de la Presidencia, Relaciones con las Cortes y Memoria Democrática pone en valor el significado del Trienio Liberal 1820-1823 en nuestra historia constitucional y en la lucha por los derechos y libertades fundamentales de nuestro país. Escrita en 1818 por el abogado, economista y político asturiano Álvaro Flórez Estrada, e impresa en Londres en 1819, es una obra de obligada referencia tanto para los estudiosos del Derecho Constitucional como para todas aquellas personas interesadas en conocer cómo se fraguaron los ideales del liberalismo progresista español de principios del siglo xix. Valores como la soberanía nacional, la monarquía constitucional, el parlamentarismo, la separación de poderes o la libertad de prensa inspiraron el Trienio Liberal y sentaron las bases de la primera modernización política de España. Diputado en las Cortes de Cádiz, Flórez Estrada señala en su obra la importancia del imperio de la ley, el orden y la razón, hace una defensa sin ambages de los artífices de la Constitución de 1812, alerta a Fernando VII sobre el abuso de poder y propone el fin de la política represiva, la convocatoria de Cortes de acuerdo a las reglas fijadas por las Cortes extraordinarias y la declaración de libertad de imprenta. Su divulgación en España contribuyó a renovar el entusiasmo por el sistema constitucional de inspiración ilustrada y liberal establecido en Cádiz y preparó el camino para la sublevación del general Rafael del Riego, el 1 de enero de 1820 en Las Cabezas de San Juan; un pronunciamiento que dio comienzo a una corta, aunque intensa, etapa de nuestra historia.
